Board of the Executive Directors
The Board of Executive Directors is the highest entity that oversees the implementation of RTA’s tasks and responsibilities, appointed by decrees issued from the Executive Council of the Emirate of Dubai. The board consists of 11 Chief Executive Officers of agencies and sectors presided by Director General and Chairman HE Mattar Mohammed Al Tayer. It oversees RTA’s intellectual, financial and technical affairs, adopting strategies and public policies aimed at providing the necessary support to the executive body of RTA, and taking the appropriate decisions and actions to achieve its purposes and objectives.
HE Mattar Mohammed Al Tayer

His Excellency Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA) holds a Bachelor’s degree in Civil Engineering from the University of Wisconsin, USA, 1983. He started his career in Dubai Municipality rising to be Deputy Director General. He took leadership of RTA in 2005, where RTA achieved remarkably in the development of mass transit systems through mega projects, like Dubai Metro, Dubai Tram and the Dubai Water Canal. Al Tayer oversaw projects worth AED100 Billion+ resulting in RTA winning 270+ local and international awards.
Mohammed Obaid AL Mulla
Board Member of the Board of Directors
Mr. Mohammed Obaid AL Mulla has more than 25 years of executive management experience in all areas of the public transportation industry and progressive leadership with superior managerial and organizational skills. He holds a Master’s Degree in Public Administration from the University of South California, USA, and a Bachelor’s Degree in Public Administration from the UAE University in Al Ain.
Maitha bin Adai
Chief Executive Officer of the Traffic and Roads Agency
Maitha Bin Adai has more than 21 years of experience. She holds a Master's Degree in Transportation Engineering & Operations from Newcastle University in the UK and a Bachelor's Degree in civil engineering from Kuwait University.
Abdul Mohsin Ibrahim Younes
Chief Executive Officer of the Rail Agency
AbdulMohsin Ibrahim Younes has more than 20 years of senior experience in the Public Sector. He holds a Bachelor’s Degree in Computer Science from the UAE University, Al Ain.
Ahmed Bahrozyan
Chief Executive Officer of The Public Transport Agency
Ahmed Bahrozyan has an extensive experience in e-government services. He holds an undergraduate degree in Management Information Systems from the University of Colorado, USA and had successfully accomplished the Mohammed Bin Rashid Center for Leadership Development Program.
Yousif Ahmed Al Redha
Chief Executive Officer of Corporate Administration Support Services Sector
Yousif Ahmed Al Redha has more that 27 years of extensive professional experience in public services. He holds a degree in Industrial Engineering from University of South California, USA, and a Diploma in Human Resources from the Australian Human Resources Institute.
Abdulla Yousef Al Ali
Chief Executive Officer of the Licensing Agency
Abdulla Yousef Al Ali holds a Master's Degree in Engineering with High Distinction from the UAE University. Beside RTA, he had successfully assumed many responsibilities in reputed governmental entities namely Dubai Police and Department of Public Works in Abu Dhabi.

Mohammed Al-Mudharreb
Chief Executive Officer of Corporate Technology Support Services Sector
Mohammed Al Mudharreb is the CEO of RTA’s Corporate Technology Support Services Sector. As a Technology leader, Al-Mudharreb is responsible for the digital transformation of RTA and utilizing the 4th industrial revolution technologies such as artificial intelligence, robotics, and big data.
Moaza Saeed Al Marri
Executive Director of the Director General’s Office
Moaza Al Marri, is the Executive Director of the Director General’s Office at the Roads and Transport Authority. She is a Board Member at the Dubai Financial Market (DFM) and Secretary General of the Hamdan bin Mohammed Award for Innovation in Project Management . She is also serving as the Secretary General of Mohammed bin Rashid Al Maktoum Creative Sports Award at Dubai Sports Council, and as the Head of the Women’s Sports Committee.
Ahmed Al Kaabi

Ahmed Ali Al Kaabi graduated from the Higher Colleges of Technology with a specialization in Accounting. He played a major role in setting up Dubai Government accounting standards and succeeded in supporting RTA’s Strategic Plan by putting in place the financial strategies required to achieve RTA’s goals.

Shehab Bu Shehab has over 30 years of experience and has been a model of an accurate and efficient expert in a variety of legal fields and consultations including the police, law practitioner, and legal counselling for civilian government entities.
