Apply for a Permit to Utilise Pavements by Restaurants and Coffee Shops

This service enables you to use part of the pavement to put tables, chairs and grilling machines, or ATM machines, in accordance with the rules and regulations adopted by RTA, in order to ensure the smooth movement of pedestrians and provide sufficient space for walking.

Eligibility
Companies that own restaurants and coffee shops are eligible to apply for this service.
Required documents
  1. Trade licence
  2. A plan detailing the shop location, the area to be utilised, the pavement width, and the names of neighbouring streets if any, or any other landmarks.
  3. Copy of the tenancy contract information registration certificate (ejari).

Through Website

  1. The customer logs in to RTA website.
  2. The customer fills in the application form and uploads the required documents.
  3. The customer settles the application fees.
  4. The inspector contacts the customer within 5 working days and schedules a site visit.
  5. In case of approval, the customer receives an SMS to pay the permit fees, then receives the permit through email.
  6. In case of rejection, the customer receives an SMS with the reason for rejection (documents incomplete, attached plan unclear, conditions not met, etc.), and he can apply again.

  1. The customer submits the required documents at the centre.
  2. The customer fills the application form.
  3. RTA validates the submitted documents.
  4. The customer settles the application fees.
  5. The inspector contacts the customer within 5 working days and schedules a site visit.
  6. In case of approval, the customer receives an SMS to pay the permit fees, then receives the permit through email.
  7. In case of rejection, the customer receives an SMS with the reason for rejection (documents incomplete, attached plan unclear, conditions not met, etc.), and he can apply again.

Terms and conditions
  • Companies that can apply for this service are the following:
    • Companies that utilise pavements to place tables, chairs, grills, or vending machines in front of their coffee shops or restaurants.
    • Companies that have a trade licence and utilise pavements for promotions, and to display the required documents including the approval from the Department of Economy and Tourism.
  • The customer must settle the fees within 13 days from receiving the SMS with the approval.
  • The customer must detail all areas to be occupied on the submitted plan and secure enough space for pedestrians.
  • The customer must leave a space of at least 2m from the pavement width for the movement of pedestrians.
  • The customer must make sure that flower and plant containers are not anchored to the pavement and their space does not exceed 1m.
  • The customer must make sure that sunshades are not anchored to the pavement, do not cover all the utilised area and maintain the overall aesthetic appearance.
  • The customer must make sure that chairs and sunshades do not block the view of vehicle drivers and do not affect the general safety of pedestrians.
  • The customer is not allowed to use rugs to cover the utilised area.
  • The customer is not allowed to install concrete columns that are higher than 1m, or lamp posts unless in certain ways specified by the concerned department, insuring that they are not reflective nor have any influence on the traffic safety.
  • The customer is not allowed to install televisions or any other screening machines in the utilised area on the pavement or in any other place, because they might affect the traffic safety.
  • The customer is not allowed to place statues or sculptures in a way that affects the movement of pedestrians.
  • The customer can cancel the permit by visiting the Customer Happiness Centre in RTA Headquarters - Block C. In case of permit cancellation, the fees paid aren't refundable.
  • To renew the permit, the customer must follow the same process used to apply for the permit.

  • Question 1: What's the process if the customer wants to instal a snack display counter on the pavement?

Answer 1: The customer must apply for a permit to utilise pavements by restaurants and coffee shops and submit the request under the vending machine option.

  • Question 2: If the customer has an expired permit to utilise pavements by restaurants and coffee shops and has already paid the insurance amount, can he apply again with the same insurance?

Answer 2: Yes, he can. If the system asks the customer to pay the insurance amount again, the customer must visit the Customer Happiness Centre in Umm Ramool.
