Apply for a Permit to Utilise Part of The Right-of-Way

This service enables you to obtain a permit to utilise part of the Right of Way (footpath, parking, sikka or hard shoulder, etc.) for a temporary and specified duration for construction or maintenance works such as concreting, loading & unloading, fixing advertisements, NDRC works, etc.

Contractors, and private and government sector companies are eligible to apply for this service.
Required documents
  1. Copy of the affection plan issued by the Building and Land Licensing Authority in the area
  2. Copy of the building permit issued by the Building Permits authorities for building construction applications
  3. Photos of the work zone
  4. Detailed layout on a suitable scale showing the existing conditions with the proposed works, the proper traffic management instruments, and the safety measures as per Dubai Work Zones Traffic Manual adopted by RTA.
Service fees
  • According to the type of permit
  • Refundable deposit, the value of which varies according to the area (if required)
  • +20 AED Knowledge and Innovation fees.

  • The customer submits the required information and documents.
  • RTA staff provide the approvals required for the proposed work.
  • The customer settles the required fees and receives the permit and approved drawings through the website and by email.

Terms and conditions
  • For any type of excavation work, the customer must obtain an ENOC.
  • The customer has to submit a refundable deposit in case the work did not require an NOC, because the fees are collected after the final approval of the permit.
