Applying For A Permit For Utilising Part Of The Right Of Way

This service enables the customer to obtain a permit for utilizing part of the right of way (footpath, parking, sikka or hard shoulder) in a temporary and specified duration for construction or maintenance works such as concreting, loading & unloading, fixing advertisements, NDRC works, etc.


Consultants and contractors are eligible to apply for this service.

Required documents

  1. Covering letter describing the details and duration of the required works addressed to the Manager of RTA Right Of Way Services section
  2. Proper Layout on a suitable scale showing as existing conditions with the proposed utilization considering all safety measures as per RTA standards
  3. Copy of company’s Trade License (Dubai only)
  4. Copy of DM Affection Plan and/or coordinates of the site
  5. Copy of DM Building permit for construction sites applications
  6. RTA Building Construction or Demolition permit from e-services for construction sites
  7. Pictures of the work zone (with the date)
  8. NOC from DM and Landlords if their lands are utilized
  9. NOC from other concerned authorities
  10. Copy of old permits and drawings (in case of renewal)
  11. Copy of Temporary Access and Temporary Fencing permits for construction sites applications (in case of renewal)


Permit to use part of the right of way

Service fees

75 AED.


This service has no validity.

Average processing time

  • Centre: 10 minutes.

  • The customer submits the required documents
  • The customer is required to settle the fees
  • The customer receives the permit.
