The Board of Executive Directors is the highest entity that oversees the implementation of RTA’s tasks and responsibilities, appointed by decrees issued from the Executive Council of the Emirate of Dubai. The board consists of 11 Chief Executive Officers of agencies and sectors presided by Director General and Chairman HE Mattar Al Tayer. It oversees RTA’s intellectual, financial and technical affairs, adopting strategies and public policies aimed at providing the necessary support to the executive body of RTA, and taking the appropriate decisions and actions to achieve its purposes and objectives.
His Excellency Mattar Al Tayer is the Commissioner General for Infrastructure, Urban Planning and Well-Being Pillar and the Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA). He holds a Bachelor’s degree in Civil Engineering from the University of Wisconsin, USA, 1983 and was awarded an Honorary Fellowship by the British Institution of Civil Engineers (UK) in 2010.
Muhammad Obaid Al Mulla, is a Member of the Board of Directors of Roads and Transport Authority. He holds a Master’s degree in Public Administration from the University of Southern California, USA in 1985 and a Bachelor's degree in Public Administration and Geopolitics from the UAE University, Al Ain in 1982.
Engineer Maitha bin Adai is the CEO of Traffic and Roads Agency at RTA since its inception in 2005. She oversees the planning, designing, operation and maintenance of the infrastructure of roads network in Dubai. She manages projects that cost more than AED3.7 billion per annum. She also oversees an array of local and Gulf strategic initiatives in the fields of traffic safety and security as well as smart mobility.
Abdul Muhsen Ibrahim Kalbat has a wealth of more than 28 years of senior leadership experience in the public sector. He has been an essential and prominent Member of RTA’s Board of Directors from inception in 2005.
Ahmed Bahrozyan is the Chief Executive Officer of The Public Transport Agency, which is responsible for offering the needs of public transport in the city (Public buses, Taxies, School Buses, Limousine, Labor Transport Buses…)
Mr. Yousif Ahmed Al Redha is the Chief Executive Officer of Corporate Administration Support Services Sector. He holds a Bachelor's degree in Industrial Engineering and Systems from the University of Southern California, and he has more than 30 years of professional experience starting as an engineer at the Dubai Municipality, progressed and posted as Director of Human Resources and Development, Director of Administrative Services, and Director of Development and Corporate Performance. Al Redha played a key role establishing RTA in November 2005 and achieving its strategic goals.
Mr. Abdulla Yousef Al Ali, is the CEO of RTA’s Licensing Agency, which is the agency responsible for developing and regulating of drivers licensing and vehicle registration services in Dubai. The Agency looks into all matters of developing of policies, legislation and technical standards that ensure vehicle safety testing and training & qualifying safer drivers as well as monitoring and enforcing such policies and legislation in order to increase road safety.
Mohammed Al Mudharreb is the CEO of RTA’s Corporate Technology Support Services Sector. As a Technology leader, Al-Mudharreb is responsible for the digital transformation of RTA and utilizing the 4th industrial revolution technologies such as artificial intelligence, robotics, and big data.
Moaza Al Marri, is the Executive Director of the Director General’s Office at the Roads and Transport Authority. She is a Board Member at the Dubai Financial Market (DFM) and Secretary General of the Hamdan bin Mohammed Award for Innovation in Project Management . She is also serving as the Secretary General of Mohammed bin Rashid Al Maktoum Creative Sports Award at Dubai Sports Council, and as the Head of the Women’s Sports Committee.
Ahmed Ali Al Kaabi is the incumbent Executive Director of Finance at RTA. He oversees the financial aspects of all RTA’s sectors and agencies. He is responsible for developing financial strategies, legislation and policies to manage and control various financial aspects. He attends to protecting RTA’s financial interests and reducing financial risks to the minimum.
Shehab Bu Shehab has over 30 years of experience and has been a model of an accurate and efficient expert in a variety of legal fields and consultations including the police, law practitioner, and legal counselling for civilian government entities.
