Apply for or Manage a Driving Licence

Through this service, you can obtain a new Driving Licence, add a category to it, renew it, replace it if it's lost or damaged, or amend its data.

Steps

  1. Log in using your valid Emirates ID, passport, or UAE Pass.
  2. Enter your unified number.
  3. Enter your registered phone number.
  4. Enter the OTP sent to your registered phone.
  5. If you have a People of Determination card (Sanad) issued by the Community Development Authority, you're automatically referred to the Dubai Health Authority to obtain the medical report related to the requested vehicle category. However, if you're a POD and have a card issued by the Ministry of Community Empowerment, you must submit a report on your medical condition with the required documents. The request is reviewed by the relevant team within 3 working days. You're then referred to the Dubai Health Authority to obtain the medical report related to the requested vehicle category.
  6. Upload a front and back copy of your Driving Licence, if you already have one.
  7. Select a Driving Institute.
  8. Submit your application.
  9. Check the fees and select the payment method (full package, initial fees (20% of the amount), or payment in the Driving Institute).
  10. Receive a call from the selected Driving Institute within 3 working days to agree on the training package.
  11. Receive the digital Learning Permit through SMS and email to start your training.
  12. Complete the process for obtaining the service and start the training at the institute.
  13. Take an eye test at an accredited Eye Test Centre.
  14. After you complete the training requirements for each stage, book the required test date (Knowledge, Yard, or Road).
  15. After passing the final test successfully, receive an SMS on your registered phone number to pay the licence fees through RTA website.
    • Log in to your account on the website.
    • Click Licensing Services , then Driving Licence .
    • Click Pay Now and select a delivery method to receive the licence.
    • Click Next and pay the fees after reviewing them.
  16. Receive the licence as a Digital Driving Licence. You can receive a physical copy through:
    •  Self Service Machines 
    • Delivery service, with the fees as follows:
      • Standard delivery: AED 20
      • Same day delivery: AED 35
      • Delivery within 2 hours: AED 50
      • International delivery: AED 50.
  17. Receive the licence through the RTA Dubai App (My Docs) , and add it to your Apple or Samsung Wallet, if any.

  3. Enter the OTP sent to your registered phone.
  4. Important to Know

You Should Know

  1. You must be present in person when applying at Driving Institutes.
  2. You must meet these conditions to get a Learning Permit:
    • Motorcycle Driving Licence: You must be 17 years old.
    • Light vehicle Driving Licence: You can open a Traffic File after reaching the legal age of 17 years and 6 months. The Driving Licence is issued after you pass all the required tests and turn 18.
    • Driving Licence for vehicles that transport passengers: The vehicle must have a maximum weight of 2.5 tonnes while empty, and a maximum number of 14 passengers without the driver.
    • Driving Licence for vehicles that transport cargo: They must have a maximum weight of 2.5 tonnes while empty, and a maximum cargo weight of 2 tonnes.
    • Heavy vehicle Driving Licence (for driving all types of light and heavy vehicles): You must be 20 years old.
    • Light bus Driving Licence (for light vehicles and light buses with a maximum of 26 passengers without the driver): You must be 21 years old.
    • Heavy bus Driving Licence (for light and heavy buses and light vehicles): You must be 21 years old.
    • Driving Licence for tractors or light equipment (for all types of tractors and light equipment with a maximum weight of 7.5 tonnes while empty): You must be 20 years old.
    • Driving Licence for tractors or heavy equipment (for tractors and light and heavy equipment): You must be 20 years old.
  3. You can transfer your permit to another branch of the same Driving Institute for free.
  4. To transfer your permit to a different Driving Institute, you must submit a Clearance Certificate and pay a fee that varies according to the institute. Follow the steps below:
    • Apply through the website or RTA Dubai using your valid Emirates ID.
    • An OTP is sent to your registered number to verify your identity.
    • Click Update learning permit .
    • Click Change institute and mention the reason.
    • Choose to change branches within the same institute or to change institutes.
    • You're contacted to complete the rest of the procedure at the new institute.
  5. You can change the Learning Permit from regular to special for free.
  6. You can change the Learning Permit from manual to automatic and vice versa after paying the required fees (AED 220).
  7. You can't change the Learning Permit category between different types of vehicles.
  8. Driving Licence categories available for POD are determined based on the medical report.
  9. If you're colour blind, you can still apply for a Learning Permit provided that you pass the eye test.
  10. The eye test is valid for 3 years.
  11. Once you pass the Road Test, you'll receive a temporary licence valid for 7 days through email.
  12. If you have a previous unexchangeable valid Driving Licence for a light vehicle issued in another country, you're exempted from training sessions as follows:
    • If the licence has been issued more than 5 years ago, only 20 training sessions are required.
    • If the licence has been issued less than 5 years ago and more than 2 years ago, only 30 training sessions are required.
    • If the licence has been issued less than 2 years ago, only 40 training sessions are required.
  13. If you have a previous unexchangeable licence, you can have the golden chance by taking the Knowledge and Road Tests. The tests require no training hours and the chance is given only once. If you fail the Road Test, you must take the training hours without the theory part based on your previous experience.
  14. If you have a visa from another emirate:
    • You mustn't have a Driving Licence File in another emirate.
    • The activity and name on the Trade Licence of your company branch in Dubai must correspond.

Terms and Conditions

  • Your Training file is suspended if you don't take one of the Driving Tests (Knowledge, Yard, or Road) within 6 months from your last appointment date.
  • If 6 months to 2 years have passed since your last appointment, you must reopen your learning file to continue the application. If more than 2 years have passed, you must reapply for the service.
  • The required eye test results must be as follows:
    • Light vehicles and motorcycles
      • Right eye 6/18 -- Left eye 6/18
      • Right eye 6/12-- Left eye 6/24
      • Right eye 6/9 -- Left eye 6/36 or 6/60
      • Right eye 6/6 -- Left eye blind.
    • Heavy vehicles with or without spectacles:
      • Right eye 6/6 -- Left eye 6/18 or 6/12 or 6/9
      • Right eye 6/9 -- Left eye 6/9.
    • Light and heavy buses, tractors, and equipment with or without spectacles
      • Both your eyes must be 6/6, with or without spectacles.

  1. Q : What's in the Dubai Drivers' handbook?
    • A : The handbook includes information about road rules, such as safe driving and crash prevention tips, traffic offences, black points, and road signs and markings. This handbook is the only guide approved by the Dubai Government.
  2. Q : How often is the handbook information updated?
    • A : The handbook is reviewed every 6 months, and an updated version is issued if necessary. However, if significant changes occur before the review is due, a leaflet with the updated information is provided with the handbook.
  3. Q : What do I do if I think the information in the handbook is incorrect?

  4. Q : Why does the handbook cost AED 50?

    • A : Yes, you must purchase a copy of the light vehicle handbook. The handbook cost is automatically calculated and added to the payment receipt.
  6. Q : What if I already have a handbook?
    • A : You must purchase a copy of the handbook to make sure you have the most updated version.
  7. Q : What if I don't want to purchase a handbook?
    • A : You can't obtain a Driving Licence.
  8. Q : If I'm a housemaid, can I apply for a Driving Licence?
    • A : Yes.
  9. Q : Can I apply for changing the Learning Permit if it's expired?
    • A : No, the Learning Permit must be valid.
  10. Q: How long does it take to complete the transfer of the file to another institute or emirate?
    • A: You must ensure that the training and test data in RTA systems are updated. The file is transferred to another institute or emirate within 24 hours if all the conditions for issuing the clearance are met. This may extend to 48 hours if the institute has financial claims against the trainee.
  11. Q : If I open my Traffic File or take my driving lessons in Dubai, and then change my residence visa to another emirate after I pass the Road Test, which emirate issues my Driving Licence?
    • A : Your licence is issued in Dubai because your Traffic File is opened in Dubai.
  12. Q : How many driving lessons do I have to take to change my Driving Licence from automatic to manual?
    • A : No driving lessons are required. You only need to pass the Road Test.
  13. Q : What are the reasons behind not issuing the Driving Licence after passing the Road test?
    • A : The Driving Licence won't be issued if it's been 1 year or more since you passed the Road Test and if the transaction hasn't been completed within the specified period.
  14. Q: What are the required documents to apply for the golden chance?
    • A: The documents required to apply for the golden chance are the same documents needed to request a new Driving Licence or add a new category. The system automatically verifies your eligibility to apply for the golden chance based on the licence data entered when submitting the application.
