Apply for a Permit to Utilise Part of The Right-of-Way

A permit to utilise part of the Right-of-Way (footpath, parking, sikka, or hard shoulder, etc.) for a specified number of hours or days for construction or maintenance works such as concreting, loading and unloading, fixing advertisements, NDRC works, etc.

Channels

Steps

  1. Log in using your username and password.
  2. Select New Permits from the left-side menu.
  3. Click Permit Type .
  4. Select the application type as per the required permit and scope of work.
  5. Select the sub-type of the application.
  6. Enter the duration and a clear description of the work as per the scope of work.
  7. Fill in your information.
  8. Mark the proposed work location on the map.
  9. Enter the contractor's contact information for technical discussion, if required.
  10. Enter the project information.
  11. Upload the documents.
  12. Click Submit to generate the application number.
  13. Receive the approval on the application after its successful review by the RTA engineer in coordination with the relevant internal departments.
  14. Pay the fees.
  15. Download the permit and approved drawings from the application page.
  16. If you want to renew the permit, click Renew in the dashboard then enter the duration and the description of the work and pay the new permit issuance fee.
  17. In case of rejection, receive a notification by SMS, and the rejection letter and the reasons by email.

You Should Know

  1. If the works don't require a No Objection Certificate (NOC), you must submit a refundable deposit because the fees are collected after the final approval of the permit.
  2. The application will be automatically cancelled if you don't respond to the discussion initiated by the processor or if you don't pay all required fees before the permit expiry date specified in the application details page, or within 15 days, whichever comes first.

  1. Detailed Layout showing the existing conditions with the proposed works, the proper traffic management instruments, and the safety measures as per Dubai Work Zones Traffic Management Manual approved by RTA
  2. Copy of the Affection Plan issued by the Building and Land Licensing Authority in the area (for projects in areas not regulated by Dubai Municipality)
  3. Copy of the Building Permit issued by the Building Permits authorities for building construction applications (for projects in areas not regulated by Dubai Municipality)
  4. Photos of the work zone
  5. Electronic NOC (eNOC) for any type of excavation works

Fees

  • Permit: Fees vary according to the permit type
  • Refundable deposit for the proposed temporary occupation of Right-of-Way
  • Knowledge and Innovation: AED 20

    • A: You can request a deposit refund after the permit expires through the website, by following the steps below:
      1. Log in using your username and password.
      2. Click Deposit Refund Request.
      3. Click Apply for Deposit Refund.
      4. Enter the ROWPS application number and fill in the information.
      5. Submit the request.
