Apply for an NOC for a New Trade Licence
This service enables you to apply for an NOC for a new Trade Licence, which is a prerequisite to the Trade Licence. The NOC is used to establish a new company or a branch for an existing company. This service requires you to provide essential information which includes specifying the desired CTA activities and providing the information of your company members.

Steps
Existing company
- Click the link to apply.
- Select Company Account and log in through the company RTA account .
- Click Issue New No Objection Certificate .
- Select the applicant type (owner, partner, typing centre).
- Agree to the terms and conditions, then click Approve and Continue .
- Fill the information based on the preliminary approval document received from the Trade Licence source (the data of the company, activity, members, and contact details).
- Review the application details and agree to the terms and conditions, then click Submit .
- If the activity doesn't require approval, click Next to proceed to the payment page, then pay the fees after reviewing them and agreeing to the terms and conditions.
- If the activity requires approval, receive the approval or rejection within 3 to 15 days through email (when applying, you receive the application number for follow-up).
- Once approved, receive the payment notification.
- Go to the dashboard, review the payment and pay the fees after agreeing to the terms and conditions.
- Receive the NOC through email.
- Proceed to the Trade Licence source and complete your transaction.
- Once the Trade Licence number is received and the branch is established, you must log in to the company RTA account dashboard, click NOC application , and select Update Information.
- Update the details and click Submit.
- Receive the Traffic File number and the activity permit.

- Select Individual Account and log in through the UAE Pass :
- Enter the Emirates ID or the phone number linked to it.
- Approve the log-in request using the UAE Pass app.
- Click Issue New No Objection Certificate .
- Select the applicant type (owner, partner, typing centre).
- Agree to the terms and conditions, then click Approve and Continue .
- Fill the information based on the preliminary approval document received from the Trade Licence source (the data of the company, activity, members, and contact details).

- After the Trade Licence is issued and the company is established, follow up on the file status to ensure the information is updated (the update is done automatically if there are no changes or violations).
- Receive the Traffic File number and the activity permit.
- In case you want to carry out the activity of Management of Transport and Delivery Orders through Online Platforms and Smart Applications, complete the procedure through the link you receive after the permit is issued and the Traffic File is opened. Then submit the documents through the link received in the notification SMS and sign the agreement electronically.

Important to Know
You Should Know
- This service is for new companies and branches, or companies that don't yet have a Traffic File.
- Issuing a new Trade Licence without RTA approval exposes your company to violation.
- In case of fraud or misleading information, RTA reserves the right to refuse to provide the service, and to take appropriate action under UAE law.
- You must ensure that all the information provided to the Trade Licence source matches the data on the NOC obtained from RTA.
- The transaction is instant in the case of activities that don't require the approval of other government entities.

- In case the company chooses to conduct the activity of Management of Transport and Delivery Orders through Online Platforms and Smart Applications, the documents mentioned in the application must be submitted through the notification link sent automatically by SMS, after the permit is issued and the Traffic File is opened.

- Vehicle purchase plan (type, number of vehicles) and cost
- Vehicle insurance plan and cost
- Drivers Recruitment Mechanism and their training and qualifying plan
- Undertaking to commit to the fare rate set by RTA, which must be 30% higher than the taxi fare
- Undertaking to integrate the electronic systems and smart applications related to the activity with the digital platform as designated by RTA in that regard
- Undertaking to abide by all service level agreements as designated by RTA
- Undertaking not to operate the luxury vehicles until after signing the agreement
- Undertaking to commit to the luxury vehicles categories, the number allowed to operate, and the used type of vehicles.
- Secure the Preliminary Approval Document: Prior to initiating the process, obtain your preliminary approval from the source of your Trade Licence.

- Q: What's a Takamul Permit ?
- A: It's a permit allowing luxury transport companies to rent vehicles from car rental companies, after providing the documents (valid Trade Licence, valid contract) and paying the fees (AED 2,400 per permit). The luxury transport company and the car rental company must share a common member to apply for the permit.
To apply for the permit, you must follow the steps below:
- Log in to TARS .
- Click New Takamul Permit Request .
- Select the car rental company.
- Enter your email and mobile number.
- Enter the vehicle details.
- Click Search .
- Select the vehicle and click Next .
- Validate the details and agree to the terms and conditions.
- The request is sent to the car rental company to receive approval within 24 hours.
- After receiving the approval, click Takamul Permit in the dashboard.
- Click Pay and pay the fees by credit or debit card or eWallet.
- Receive a permit valid for 30 days.
