This service enables you to apply for a permit to activate a new Trade Licence activity. For Trade Licences issued by DET, the permit is required to activate activities listed as “Inactive”. For Trade Licences issued by a Free Zone, the NOC is required to issue a new Trade Licence. This service requires you to provide essential information which includes specifying the desired CTA activities and providing the information of your company members.

Steps

New company (Free Zone)

  1. Click the link to apply.
  2. Select Individual Account and log in through the UAE Pass :
    • Enter the Emirates ID or the phone number linked to it.
    • Approve the log-in request using the UAE Pass app.
  3. Enter the OTP you received on your registered phone number.
  4. Select the applicant type (owner, partner, typing centre).
  5. Agree to the terms and conditions, then click Approve and Continue .
  6. Select the business representation and source.
  7. Fill the information based on the preliminary approval document received from the Trade Licence source (the data of the company, activity, members, and contact details).
  8. Review the application details and agree to the terms and conditions, then click Submit .
  9. If the activity doesn't require approval, click Next to proceed to the payment page, then pay the fees after reviewing them and agreeing to the terms and conditions.
  10. If the activity requires approval, receive the approval or rejection within 3 to 15 days through email (when applying, you receive the application number for follow-up).
  11. Once approved, receive the payment notification.
  12. Go to the dashboard, review the payment and pay the fees after agreeing to the terms and conditions.
  13. For Free Zone companies, receive the NOC through email. For DET companies, receive the Permit through email.
  14. Proceed to the Trade Licence source and complete your transaction.
  15. After the Trade Licence is issued and the company is established, follow up on the file status to ensure the information is updated (the update is done automatically if there are no changes or violations).
  16. Receive the Traffic File number and the activity permit.
  17. In case you want to carry out the activity of Management of Transport and Delivery Orders through Online Platforms and Smart Applications, complete the procedure through the link you receive after the permit is issued and the Traffic File is opened. Then submit the documents through the link received in the notification SMS and sign the agreement electronically.

    • New company (DET)

    1. Click the link to apply.
    2. Select Individual Account and log in through the UAE Pass :
      • Enter the Emirates ID or the phone number linked to it.
      • Approve the log-in request using the UAE Pass app.
    3. Select the applicant type (owner, partner, typing centre).
    4. Agree to the terms and conditions, then click Approve and Continue .
    5. Select the source as "Department of Economy and Tourism".
    6. Fill the number or Dubai Unified Licence (DUL) number of the Trade Licence with inactive activities.
    7. The information will be automatically populated from the DET system. If you notice any discrepancies or incorrect information, contact DET .

    1. Sign in to the Invest in Dubai (IID) portal to access your dashboard.
    2. Go to the required licence card page and select Continue to Comply under "Registered Businesses".
    3. Click Continue , next to "Mandatory steps to operate your business".
    4. Select Apply , under "Activation of Transport activities".
    5. Next to the Commercial Transport Activity Permit application with "Draft" status, click Manage Application , then Complete my Application .
    6. On the application form, select Submit Application , then Proceed to submit to confirm.
    7. Once the application is approved, select Pending Actions and click Pay Now .
    8. Select your preferred payment method and complete the payment.
    9. Once the payment is confirmed, the permit status is updated to "Active".
    10. To download the permit, go to the Licence Dashboard, select Approved Applications , then Manage Application , and click Download Service Output .

    You Should Know

    1. This service is for new companies and branches, or companies that don't yet have a Traffic File.
    2. Issuing a new Trade Licence with inactive CTA activity exposes your company to violation.
    3. You can check all business transportation activities, as well as their terms, conditions, and procedures through this  link .
    4. In case of fraud or misleading information, RTA reserves the right to refuse to provide the service, and to take appropriate action under UAE law.
    5. For Free Zone companies, you must ensure that all the information provided to the Trade Licence source matches the data on the NOC obtained from RTA.
    6. The transaction is instant in the case of activities that don't require the approval of other government entities.

        • Vehicle purchase plan (type, number of vehicles) and cost
        • Vehicle insurance plan and cost
        • Drivers Recruitment Mechanism and their training and qualifying plan
      • Undertaking to commit to the fare rate set by RTA, which must be 30% higher than the taxi fare
      • Undertaking to integrate the electronic systems and smart applications related to the activity with the digital platform as designated by RTA in that regard
      • Undertaking to abide by all service level agreements as designated by RTA
      • Undertaking not to operate the luxury vehicles until after signing the agreement
      • Undertaking to commit to the luxury vehicles categories, the number allowed to operate, and the used type of vehicles.

    1. Q: How can I activate the online Transportation Activities Rental System?
      • A: After obtaining the Traffic File number and the activity permit, you must:
        • Create an account with a username and password on RTA website.
        • Use the username and password to log in to www.tars.rta.ae.
        • Check the training material related to  TARS .

    2. Q: What's required for the company to practise the activity of Passenger Transport by Luxury Motor Vehicles after receiving the Traffic File number?
      • A: After completing the Trade Licence process and receiving the Traffic File number, the company must follow the steps below:
        • Register in the EPQ system through the company dashboard.
        • Go to the RTA dashboard and click Apply for a New Contract.
        • Fill in the form and submit it.
        • Once approved, request the payment schedule.
        • Attach the required cheques and provide the performance bond to the Finance Department.
        • Once all financials are provided, finalise the contract signing.
        • Operate the business after applying for registering the luxury vehicles and the drivers.
    3. Q: How can I reprint the NOC?
      • A: You can reprint the certificate by logging in to the RTA corporate account and navigating to the Business Profile section to download the Permit.
    4. Q: What are the homogeneous activities? Are there activities that conflict with others?
      • A: Homogeneous activities are those that belong to the same group. To consult the list of groups,  click here .
    5. Q: How can I modify the Permit information for a new company?
      • A: For Free Zone companies, you can check the validity of the information when you apply for the service before the NOC is issued and the fees paid. If you wish to change the information on the NOC after it has been issued, you must submit a new request. For DET companies, you can't modify the Permit information, as it's automatically retrieved from the DET system.
    6. Q: How can I check if the certificate is accurate?
    7. Q: What's a Takamul Permit ?
      • A: It's a permit allowing luxury transport companies to rent vehicles from car rental companies, after providing the documents (valid Trade Licence, valid contract) and paying the fees (AED 2,400 per permit). The luxury transport company and the car rental company must share a common member to apply for the permit.

    To apply for the permit, you must follow the steps below:

    1. Log in to  TARS .
    2. Click New Takamul Permit Request .
    3. Select the car rental company.
    4. Enter your email and mobile number.
    5. Enter the vehicle details.
    6. Click Search .
    7. Select the vehicle and click Next .
    8. Validate the details and agree to the terms and conditions.
    9. The request is sent to the car rental company to receive approval within 24 hours.
    10. After receiving the approval, click Takamul Permit in the dashboard.
    11. Click Pay and pay the fees by credit or debit card or eWallet.
    12. Receive a permit valid for 30 days.
