  1. Log in using your username and password.

  3. Select the vehicle then Apply to Cancel a Vehicle Registration from Vehicle Licensing Services.
  4. Select Export/Transfer Certificate.
  5. Select Transfer to Another Emirate.

  7. Hand over the plates at the centre or through the delivery service.
  8. Pay the fees.
  9. Receive the receipts and the certificate through SMS and email.

You Should Have

  1. If the seller can't be present, you must have a Sale and Purchase Agreement from an authorised showroom in Dubai.

You Should Know

  1. A transfer inspection must be completed before applying to transfer a vehicle under a Possession Certificate through online channels.
  2. Despite any stated validity on Transfer Certificates issued in other emirates, there’s no specific time limit for using them in Dubai.
  3. You or your legal representative must be present in person when applying at Customer Happiness or Inspection Centres.
  4. The fees for replacing a lost/damaged Transfer Certificate are AED 120 (Transfer Certificate: AED 100 + Knowledge and Innovation: AED 20).
  5. Required contracts according to the legal type:
    • Sole Proprietorship: no Memorandum of Association required
    • Service agent: no Service Agent Contract required
    • Limited Liability Company: Memorandum of Association
    • Single-Owner L.L.C.: Memorandum of Association
    • Civil Company: Memorandum of Association of civil company
    • General Partnership: Memorandum of Association of a joint venture
    • Public Joint-Stock Company: Memorandum of Association
    • Private Joint-Stock Company: Memorandum of Association.
  6. If the company is the Dubai branch of a parent company in another emirate, the customer must provide the Memorandum of Association of the parent company.
  7. Jebel Ali Free Zone transactions are processed at Jebel Ali centre only.
  8. If you want to register a vehicle with consulate plates, you must provide an NOC from the Ministry of Foreign Affairs and contact the Customer Happiness Centre - Deira.
  9. If you don't hand over the plates within 14 days from the electronic application submission and the payment of the fees, the transaction is cancelled and you can't request a refund.
  10. In case the police report for lost plates is issued outside the UAE, it must be attested by the traffic department in the concerned country.
  11. On Sundays,  Al Yalayis Vehicle Testing and  Muhaisna Shamil centres only provide inspection services.

  1. Q: Can I apply for a vehicle transfer from Dubai to another emirate (for example: Abu Dhabi) in the other emirate?
    • A: Yes, you can apply for a vehicle transfer at one of the federal centres and hand over the plates, provided that the vehicle isn't mortgaged and its registration is valid.
  2. Q : What do I do if I import a vehicle from abroad and want to sell it before registering it or if I want to register it in another emirate?
    • A : You must submit the Vehicle Clearance Certificate to register it in any emirate.
  3. Q: If the vehicle is registered in Dubai and is in Qatar, can I transfer its ownership to a person living in Dubai?
    • A: You can't transfer the ownership of a vehicle if it's located outside Dubai.
  4. Q: What if I apply for a Transfer Certificate and then change my mind?
    • A: In case the vehicle is transferred from Dubai to another emirate and you wish to register it in Dubai, you must carry out the vehicle technical inspection using the Transfer Certificate and complete the registration in Dubai. If the vehicle is transferred from another emirate to Dubai and you wish to register it in the emirate from which it was transferred, you must apply for a Transfer Certificate from Dubai to the other emirate.
  5. Q: If a buyer has fines on his Dubai Traffic File, must he pay them before obtaining a Transfer Certificate?
    • A: No.
  6. Q: What's the procedure if the Transfer Certificate from Dubai to another emirate doesn't appear in the system of the other emirate?
    • A:
      • You must wait for 24 hours after the issuance of the Transfer Certificate.
      • If the certificate is still not showing after 24 hours, you must visit the Unified Traffic System (UTS) centre of the other emirate and update the Emirates ID in the Traffic File. You must also check if there are multiple UTS files associated with you and merge them into one Traffic File to be linked with the Dubai Traffic File.
      • If the issue remains unresolved, you must call 800 9090.
  7. Q: Can you transfer a vehicle which is still under a bank loan (mortgage) from Dubai to another emirate in the same owner’s name?
    • A: Yes, you must first obtain an eNOC from the financing bank to proceed with the transfer. The Transfer Certificate must remain under the same owner’s name. However, if the service involves changing the vehicle ownership, the mortgage must be fully cleared before proceeding.
