  1. Log in using your username and password, UAE Pass, or the details of your Driving Licence, Traffic File, or plate number.
  2. Click Certificate Group and select Apply for a Certificate to Use the Vehicle Outside the UAE for Tourism Purposes .
  3. The NOC from the Automobile and Touring Club of the UAE is verified.
  4. Indicate the destination and the option of driving the vehicle or using a shipping company.
  5. Fill in the information.
  6. Pay the fees.
  7. Receive the electronic certificate through SMS and email.

  1. Log in using your UAE Pass.
  2. Click Services then Transport .
  3. Select Vehicle Licensing Certificates and agree to the terms and conditions.
  4. Select Tourism Certificate , then the vehicle.
  5. Select the tourism destination and the transportation type.
  6. Provide the details of the vehicle driver.
  7. Complete the sign-in process using your UAE Pass after reading the terms and conditions.
  8. Pay the fines and fees by credit card or DubaiPay.
  9. Download the certificate after successful payment.

Return From Tourism Certificate

  1. Log in using your UAE Pass.
  2. Click Services then Transport .
  3. Select Vehicle Licensing Certificates and agree to the terms and conditions.
  4. Select Return from Tourism Certificate then select the vehicle.
  5. Complete the vehicle technical inspection before completing the certificate application.
  6. Pay the fees by credit card or DubaiPay.
  7. Download the certificate after successful payment.

You Should Know

  1. If you're a citizen travelling in your vehicle to any of the GCC countries, you don't need an NOC from the Automobile and Touring Club of the UAE nor a Tourism Certificate from RTA. However, if you're a resident, you need both.
  2. If a person other than the owner is driving the vehicle, he must provide his Driving Licence. The vehicle driver and owner must be present in person.
  3. If you're transporting the vehicle through a cargo company, provide a copy of the cargo company Trade Licence.
  4. If you don't have a Traffic File, you must open a new one (new file fees: AED 200).
  5. On Sundays,  Al Yalayis Vehicle Testing and  Muhaisna Shamil centres only provide inspection services.

  2. If the vehicle is mortgaged, you must electronically release the mortgage or provide an NOC from the bank (mortgagee) to apply for the service.

  1. Q : Can I use the Carnet de Passage (CPD) more than once if it's still valid?
    • A : Yes, but you must check with the Automobile and Touring Club of the UAE if you want to use it more than twice.
  2. Q : Where do I apply for the Carnet de Passage (CPD)?
    • A : You apply at the Automobile and Touring Club of the UAE from Saturday to Thursday between 9am and 7pm.
  3. Q : What should I do if I want to drive my vehicle to KSA to perform Umrah?
    • A : You must contact the Saudi Consulate to ask about the required documents in addition to the Tourism Certificate.
  4. Q : What should I do if I want to visit Lebanon, Jordan, or any other non-GCC country?

    • A: No, the certificate will be issued as long as the vehicle registration is still valid.

    • A: You must check with the relevant authority, as the system will display an error message indicating that the vehicle is mortgaged and that the Tourism Certificate transaction can't proceed.
  24. Q: If I have multiple destinations, which country must I select?
    • A: You must select your final destination.
  25. Q: If I return to the UAE within 6 months of using the Tourism Certificate, can I use the same certificate to travel again?
    • A: No, you must obtain a new certificate.

Q: If I want to change the vehicle ownership without selling the vehicle plates, can I apply for changing a vehicle ownership if I took my Dubai-registered vehicle outside the UAE with a Tourism Certificate and the buyer is also outside the UAE, but has a Dubai residence visa and wishes to register the vehicle in Dubai?
    • A: It's possible to complete the licensing transaction outside the UAE using the UAE Pass. However, the plates must only be submitted by you (concerned person) or your legal representative to one of the service centres in Dubai.
  27. Q: Is a UAE-issued licence mandatory to issue the Tourism Certificate?
    • A: It depends on the destination:
      • If the destination is within the GCC, only a UAE or GCC Driving Licence is accepted.
      • If the destination is outside the GCC, only a UAE Driving Licence is accepted.
  28. Q: Where can I apply for a special/customised certificate?
    • A: For special/customised certificates, you must go to Customer Happiness Centres in  Deira or  Umm Ramool . You can apply for this certificate, which is subject to specific provisions, to drive your vehicle outside the UAE. As the certificate isn't part of the available services on the RTA website, the centre employee writes it manually and specifies your needs.
  29. Q: What are the fees for issuing a Tourism Certificate for a recreational/quad motorcycle?
    • A: The service is free.
