Steps
- Create a company account.
- Receive RTA approval and activate the account.
- Log in to the company account.
- Go to Business and Corporate Services / Transportation / Naqel Service .
- Follow the steps and upload the documents.
- Receive approval or rejection through SMS and email.
- In case of approval, receive the payment notice through SMS and email.
- Pay the fees.
- Receive the permit details and the payment receipt by email and SMS.

You Should Have
- The company must have an account on RTA website.
- The company must be licensed in the emirate where it operates and carry out the activity of transporting passengers in luxury vehicles.
You Should Know
- The permit is renewable for the same fee.
- The company can pick up passengers in luxury vehicles from Dubai airports only.
- The fee for Luxury Vehicle Driver Permit valid for 1 year is AED 200.
- You can amend the permit for AED 120 + AED 20 Knowledge and Innovation fee.
- Approval doesn't constitute a permit. The permit is issued after payment of the fees.
- The Driving Licence must be valid to issue a driver's permit.
- The documents submitted must be valid and contain accurate information to avoid rejection.
- The information provided must be accurate and clear to avoid any legal liability.
- RTA inspectors conduct inspections to monitor the validity of vehicle and driver permits.

- A: With reference to the UAE Executive Council Decision No. 6 of 2016 on organising the transport of passengers in luxury vehicles in Dubai, the fine for transporting passengers before obtaining a permit from the Public Transport Agency is AED 5,000.
- Q: Are luxury vehicles from other emirates allowed to pick up and drop off passengers at Dubai airports?
- A: Yes, if they have a permit and the company must have a prior reservation under the customer's name to transport him from the airport to another emirate.
