Naqel Service allows companies that have permits from other emirates to transport employees of authorised entities from other emirates to Dubai and back on the same day, using rented buses, as well as to transport passengers from Dubai International Airports to other emirates using luxury vehicles, based on reservations.

- Create a company account.
- Receive RTA approval and activate the account.
- Log in to the company account.
- Go to Business and Corporate Services / Transportation / Naqel Service .
- Follow the steps and upload the documents.
- Receive approval or rejection through SMS and email.
- In case of approval, receive the payment notice through SMS and email.
- Pay the fees.
- Receive the permit details and the payment receipt by email and SMS.

Important to Know
You Should Have
- The company must have an account on RTA website.
- The company must be licensed in the emirate where it operates and carry out the activity of transporting passengers in rented buses.
You Should Know
- Companies must specify the routes and the pickup and drop-off points inside Dubai.
- The number of contracts with beneficiary companies must be limited to a maximum of 4 per bus permit.
- Heavy Bus Driver Permit (Naqel) is AED 45 for 1 month, AED 250 for 6 months, and AED 500 for 1 year + AED 20 for Knowledge and Innovation.
- You can amend the permit for AED 120 + AED 20 Knowledge and Innovation.
- Approval doesn't constitute a permit. The permit is issued after payment of the fees.
- The Driving Licence must be valid to issue a driver's permit.
- The documents submitted must be valid and contain accurate information to avoid rejection.
- The information provided must be accurate and clear to avoid any legal liability.
- RTA inspectors conduct inspections to monitor the validity of vehicle and driver permits.

- Q: Are buses from other emirates allowed to pick up and drop off passengers from Dubai airports?
- A: No, buses are allowed to pick up and drop off passengers inside Dubai (excluding airports) and also in places previously specified on Naqel System by the company. The company has the right to specify 2 locations for each contract. Each company also has the right to have 4 contracts, whether for the same company or for different ones (per bus permit).
- Q: What fines are applicable if the company transports passengers without a permit?
- A: With reference to the UAE Executive Council Decision No. 33 of 2011 on organising the transport of passengers in buses in Dubai, the fine for transporting passengers in buses before obtaining a permit is AED 10,000.
- Q: Can the permit be renewed?
- A: No, the company must apply for a new permit.
- Q: What do I do to change the contracting company that was agreed upon in the permit?
- A: You can amend the current permit.
- Q: Can a company licensed in another emirate have a contract with companies and entities licensed in the Emirate of Dubai to transport their employees residing in other emirates to Dubai?
