Apply for a Possession Certificate for a vehicle registered in the Dubai traffic system, issue a certificate to export a vehicle outside the UAE, or transfer your vehicle from Dubai to another emirate. Upon completion, your vehicle registration will be cancelled, rendering the vehicle unfit for road circulation in Dubai.

  1. Log in using your username and password, or UAE Pass.
  2. Enter the OTP.
  3. Select the vehicle then Apply to Cancel a Vehicle Registration from Vehicle Licensing Services.
  4. Select Export/Transfer Certificate.
  5. Select Export Outside UAE.
  6. Enter the information.
  7. Select the exporting method and specify the driver in case the vehicle will be driven out of the UAE.
  8. Your ID is confirmed through the UAE Pass.
  9. Hand over the plates and receive the export plates, if any, at the centre or through the delivery service.
  10. Pay the fees.
  11. Receive the receipts and the certificate through SMS and email.

Export vehicle outside the UAE through a shipping agent

  1. Log in using your UAE Pass.
  2. Click Services then Transport .
  3. Select the Cancel Vehicle Registration service and agree to the terms and conditions.
  4. Select the vehicle then click Export/Transfer Certificate .
  5. Select Export Outside UAE and review the vehicle details before proceeding.
  6. Select the vehicle destination and shipping method.
  7. Book an appointment for the technical inspection (if required).
  8. Once the inspection is complete, you receive a notification to proceed to Export Certificate Details .
  9. Enter the shipping agent details, select the Export Certificate owner, then fill in the required information based on the selected owner type.
  10. Specify if you want to return the plates to RTA or reserve them for future use.
  11. Complete the UAE Pass Face Verification process and pay the fees by credit card or DubaiPay.

Export vehicle outside the UAE by driving it

  1. Log in using your UAE Pass.
  2. Click Services then Transport .
  3. Select the Cancel Vehicle Registration service and agree to the terms and conditions.
  4. Select the vehicle then click Export/Transfer Certificate .
  5. Select Export Outside UAE and review the vehicle details before proceeding.
  6. Select the vehicle, enter the driver's details, and specify the driver in case the vehicle will be driven out of the UAE.
  7. Specify if you want to return the plates to RTA or reserve them for future use.
  8. Book an appointment for the technical inspection (if required).
  9. Once the inspection is complete, you receive a notification to proceed to Plate Delivery Type .
  10. Complete the UAE Pass Face Verification process and pay the fees by credit card or DubaiPay.

Export vehicle outside the UAE in case of lost plates

  1. Log in using your UAE Pass.
  2. Click Services then Transport .
  3. Select the Cancel Vehicle Registration service and agree to the terms and conditions.
  4. Select the vehicle then click Export/Transfer Certificate .
  5. Select Export Outside UAE and review the vehicle details before proceeding.
  6. Select the vehicle destination and shipping method.
  7. Book an appointment for the technical inspection (if required).
  8. Once the inspection is complete, you receive a notification to proceed to Export Certificate Details .
  9. Enter the shipping agent details, select the Export Certificate owner, then fill in the required information based on the selected owner type.
  10. If the plate is lost and an NOC is issued by Dubai Police, select Dubai as the place of the report issuance. If the NOC is issued in another emirate, upload the police report.
  11. Select the plate delivery method.
  12. Complete the UAE Pass Face Verification process and pay the fees by credit card or DubaiPay.

You Should Have

  1. If the seller can't be present, you must have a Sale and Purchase Agreement from an authorised showroom in Dubai.

You Should Know

  1. You or your legal representative must be present in person when applying at Customer Happiness or Inspection Centres.
  2. If you're exporting the vehicle to the same owner with insurance, the remaining period of the insurance can be used to issue export plates if the vehicle is registered.
  3. After using the certificate, you must immediately return the plates to RTA. You're not allowed to drive the vehicle.
  4. You can't drive the vehicle on internal roads. Driving the vehicle is only allowed on main roads leading out of the country.
  5. You can apply for the Export Certificate online only if the vehicle is registered.
  6. The certificate is available in your personal file on the website. You can download it from the dashboard.
  7. If you don't hand over the plates within 14 days from the electronic application submission and the payment of the fees, the transaction is cancelled and you can't request a refund.
  8. In case the police report for lost plates is issued outside the UAE, it must be attested by the traffic department in the concerned country.
  9. On Sundays,  Al Yalayis Vehicle Testing and  Muhaisna Shamil centres only provide inspection services.
  10. In case of a lost/damaged Export Certificate:
    • You or your legal representative must be present in person.
    • You must pay all traffic fines.
    • You can replace a lost/damaged Export Certificate through the same channels and following the same process for AED 120 (Export Certificate: AED 100 + Knowledge and Innovation: AED 20).

  1. Q : What happens if I apply for the Export Certificate from Dubai but later change my mind and decide to register the vehicle in another emirate?
    • A : You must visit the service centre to get a Possession Certificate to register the vehicle in another emirate.
  2. Q : What should I do if I lose my expired Export Certificate and my vehicle is outside the UAE?
    • A : You must apply for a new Export Certificate.
  3. Q : How can I check the chassis number if I don't have the original Export Certificate to bring the vehicle to the UAE?
    • A : You must communicate with the UAE embassy and submit a copy of the Export Certificate to obtain a letter from the embassy authorising you to proceed with the export.
  4. Q : If the Export Certificate expires before I export the vehicle, will I have to pay any fines if I register the vehicle without renewing the certificate?
    • A : There are no fines to be paid, but you won't be able to renew the certificate. You must instead have a new insurance to export the vehicle via Dubai Customs.
  5. Q : If my residence visa is expired, can I apply for an Export Certificate?
    • A : No.

    • A : If the vehicle is owned by an individual, a chassis test must be completed and the fee is AED 35. If the vehicle is owned by a company, a technical test is required and the fee is AED 130.
  11. Q : Can I apply for an Export Certificate without a valid Emirates ID or if my visa is cancelled?
    • A : Yes, a valid Emirates ID isn’t required. If your visa is cancelled, you can apply using a copy of the passport.
  12. Q : Can a seller export a vehicle under the buyer’s name if the buyer’s passport is expired and has no Traffic File in Dubai?
    • A : No, the passport must be valid if the buyer doesn’t have an active Traffic File in Dubai. However, if the buyer has an active Traffic File in Dubai, he can apply even if the passport is expired.

    • A : No, only a copy of the buyer’s passport is required.

    • A : No, the technical inspection for the Export Certificate must take place in Dubai.

    • A : No, you must apply for a new Export Certificate and receive new plates. Additionally, you must submit a police report for the lost plates, specifying the plate number.
  18. Q : How can I change the shipping company name in the Export Certificate?
    • A : You must apply for a new certificate and carry out a new vehicle technical inspection for the export in Dubai. For exceptions, you must check with the centre supervisor.
  19. Q : What if I've issued an Export Certificate to a buyer but want to transfer it to another?
    • A : In this case, the second owner or his legal representative must be present in person at the testing centre. The vehicle must be inspected again to issue a new Export Certificate to the new buyer.
  20. Q : What if I've issued an Export Certificate under another person’s name and want to register it back under my own name?
    • A : The new owner or his representative must be present in person at the Inspection Centre. Otherwise, the previous owner must provide a notarised Power of Attorney from the new owner.
  21. Q : If I've lost the RTA-stamped Export Certificate and only have a scanned copy, but my country requires the original stamped document while the vehicle is already outside the UAE, can I print the certificate from the RTA website and have someone get it stamped at an RTA branch?
    • A : Once the vehicle has left the UAE, it isn’t possible to replace the Export Certificate. Instead, the vehicle owner or his legal representative can apply for a "To Whom It May Concern Certificate of an Exported Vehicle," confirming that the vehicle was exported outside the UAE. This certificate can be obtained at the Customer Happiness Centre in  Deira .
  22. Q : How can I return export plates after using them to drive the vehicle out of the UAE?
    • A : The plates must be returned to the customs in the destination country.
  23. Q : What approvals are required to export a light vehicle over 5 years old to Saudi Arabia?
    • A : For light vehicles over 5 years old and classic vehicles, you need an approval from the Saudi Ports Authority confirming that the vehicle can be registered there.
  24. Q : Is a chassis inspection required for a vehicle Export Certificate?
    • A : If the vehicle is licensed and the ownership is valid, no chassis inspection is needed for export, with or without export plates. If the vehicle is unlicensed or the ownership has expired, a chassis inspection is required, with or without plates.
