To Whom It May Concern Certificate/Vehicles

This service enables you to issue a "to whom it may concern" certificate proving that the vehicle belongs to you or to your company.


Reference to the UAE Cabinet Decision (30) of 2017 on traffic and traffic safety services, the fees of driving licenses and vehicles are changed. For more information please visit or contact RTA call centre on the following number: 8009090.


Individual customers, citizens and residents, and companies are eligible to apply for this service.

Required documents

For vehicles owned by individuals:

  1. Original Emirates ID to update the information in case of an expired ID

For vehicles owned by companies:

  1. Official letter in Arabic from the company
  2. Copy of the trade license
  3. Letter of Credit Authorization Form (LCAF)


To whom it may concern certificate.

Service fees

  • 100 AED
  • +10 AED knowledge fee
  • +10 AED innovation fee.


1 month.

Average processing time

  • Service centres and service providers: 10 minutes.

Ways to apply


Through service centre:

  • The customer presents the required documents
  • The customer is required to settle the service fees to get the receipt
  • The customer receives the service from the centre or through a courier company for an extra charge of 20 AED.

Terms and conditions

  • The customer or the legal representative must be present in person
  • The customer is required to settle all pending traffic fines.
