Applying For To Whom It May Concern Certificate/Dubai Customs

This service enables you to apply for a "To whom it may concern" certificate addressed to the Dubai Customs stating that the vehicle is not registered in the country.


Reference to the UAE Cabinet Decision (30) of 2017 on traffic and traffic safety services, the fees of driving licenses and vehicles are changed. For more information please visit or contact RTA call centre on the following number: 8009090.


Individual customers, citizens and residents, and companies are eligible to apply for this service.

Required documents

  1. Copy of the Vehicle Clearance Certificate (VCC) or copy of the vehicle's data from the Customs.


"To whom it may concern" certificate/Dubai Customs.

Service fees

  • 100 AED certificate fees.
  • +20 AED Knowledge and Innovation fees.



Average processing time

  • Service centres and service providers: 10 minutes.

Ways to apply


Through service centres:

  • The customer submits the required documents at the service centre.
  • The customer is required to settle the service fees.
  • The customer receives a receipt and the certificate.

Terms and conditions

  • The Customs certificate must be issued in Dubai
  • The customer is required to settle all the traffic fines before receiving this service.
