Applying For A Non-Existence Of Traffic File Certificate (To Whom It May Concern Letter)

This service enables you to apply for a 'To Whom It May Concern' certificate regarding the non-existence of a current training file or a driving permit.


Reference to the UAE Cabinet Decision (30) of 2017 on traffic and traffic safety services, the fees of driving licenses and vehicles are changed. For more information please visit or contact RTA call centre on the following number: 8009090.


Individual customers, citizens and residents, are eligible to apply for this service.

Required documents

  1. Original Emirates ID.


'To Whom It May Concern' certificate.

Service fees

  • 100 AED certificate fees
  • +20 AED Knowledge and Innovation and fees.


2 months from the date of issuance.

Average processing time

  • Up to 30 minutes at the Customer Happiness Centres.

Ways to apply


Through the centres:

  • The customer submits all the required documents at the service centre
  • The customer is required to pay the fees
  • The customer receives the certificate.
