Required documents

To pay fines

  1. Company trade licence number (when applying through service centres).

To dispute fines

  1. An official letter from the company signed by the owner or the partner, bearing the official seal of the company.
  2. Dated photos of the same work site proving the reasons for disputing.
  3. Valid permits or NOCs issued by RTA prior to the date of the warning/fine.
  4. Site plans and diversion maps approved by the concerned departments in RTA.

Process

To pay fines

Through the website

  1. The customer logs in to ROWP System through his username and password or UAE Pass.
  2. The customer clicks on Pay Fines from the main dashboard.
  3. The customer checks all the details of the Right of Way fines registered on the company's trade licence.
  4. The customer selects the fines that he wants to settle, then clicks on Pay Now.
  5. The customer pays the fees through one of the available online payments methods.
  6. The customer receives the payment receipt via email, or accesses it on RTA Website Dashboard.

Through Customer Happiness Centre or Dubai Economy and Tourism

  1. The customer sends an email to ROW_Inspection@rta.ae inquiring about the unpaid fine, with the trade licence number and the fine number attached.
  2. The customer pays the fees at the Dubai Economy and Tourism or any Customer Happiness Centre.
  3. The customer receives the payment receipt.

To dispute fines

  1. The customer sends an official letter from the company to the Traffic Department at Murasalat@rta.ae, explaining the reasons for disputing the fine, with a copy of the fine attached.
  2. The customer receives the dispute application reference number.
  3. The grievance committee studies the request and informs the customer of the result (approval or rejection) within 30 working days.

Terms and conditions
  • The customer must pay the fines to avoid any impediments in issuing ROW permits.
  • The customer can dispute the fine only through email: Murasalat@rta.ae
  • The dispute reasons must match the fine clauses.
  • The work schedule must match the one approved in the permit issued by RTA.
  • The customer must submit the dispute application within 30 days from receiving the fine, or else it will be considered null as per Article (16), Order (4) of 2009.
