Eligibility
Bus passengers transport companies that transport employees and workers of entities licensed in other emirates to and from Dubai on the same day using rented buses under a contract between both parties, as well as luxury vehicle companies transporting passengers with confirmed reservations arriving through Dubai International Airports to other emirates, are eligible to apply for this service.
Required documents
  1. Copy of the valid vehicle ownership
  2. Copy of the trade licence of the company requesting the permit, issued by the competent authority in the emirate where the company operates.
  3. Copy of the contract between the company requesting the permit and the second party, with the trade licence of the second party
  4. Copy of the driver’s driving licence and a copy of his residency or Emirates ID.
  5. Copy of the driver's occupational card issued in the emirate where the company is licensed.
  6. Personal photo of the driver.

  1. The company creates an account on RTA website.
  2. The customer selects Business & Corporate Services / Transportation / Naqel Service after receiving the approval and activating the account.
  3. The customer follows the steps and uploads the required documents.
  4. RTA reviews the application and sends an SMS and email to the customer with the approval or rejection.
  5. After approval, the customer receives an SMS and e-mail with the payment notice.
  6. The customer receives an email and SMS with the permit details and the payment receipt.

Terms and conditions
  • Companies must create an account on RTA website to benefit from this service.
  • Companies must specify the routes and the pick up and drop off points inside the emirate (for rented buses).
  • Picking up passengers in luxury vehicles is only possible from Dubai airports.
  • The drivers must have a permit from the Drivers Licensing Department.
  • The company must be licensed in the emirate where it operates and carry out the activity of transporting passengers in rented buses or luxury vehicles. The luxury vehicle driver must have a Permit to Work as a Luxury Vehicle Driver issued in the emirate where he works.
  • The number of contracts with beneficiary companies must not exceed 4 per bus permit.
  • Approval doesn't constitute a permit. The permit is issued after the fees payment is complete.
  • The vehicle permit must be valid to issue a driver’s permit.
  • The documents submitted must be valid and contain accurate information to avoid rejection.
  • The information provided must be accurate and clear to avoid any legal liability.
  • RTA inspectors conduct inspections to monitor the validity of vehicle and driver permits.

  • Question 1: Are buses from other emirates allowed to pick up and drop off passengers from Dubai airports?

Answer 1: No, buses are allowed to pick up and drop off passengers inside Dubai (excluding airports) and also in places previously specified on Naqel System by the company. The company has the right to specify 2 locations for each contract.

Each company also has the right to have 4 contracts, whether for the same company or for different companies.

  • Question 2: What is the fine in case of transporting passengers without a permit?

Answer 2: Reference to the UAE Executive Council Decision No. 6 of 2016 on organising the transport of passengers in luxury vehicles in Dubai, the fine of transporting passengers before obtaining a permit from the Public Transport Agency is 5,000 AED.

Reference to the UAE Executive Council Decision No. 33 of 2011 on organising the transport of passengers in buses in Dubai, the fine of transporting passengers in buses before obtaining a permit is 10,000 AED.

  • Question 3: Are luxury vehicles from other emirates allowed to pick up and drop off passengers at Dubai airports?

Answer 3: Yes, if they have a permit and the company must have a prior reservation under the customer's name to transport him from the airport to another emirate.

  • Question 4: Is it required to have a driver's occupational card before or after obtaining the vehicle permit?

Answer 4: The driver's permit isn't linked to the plate number of the vehicle for which the permit is issued. It's therefore possible to apply for a driver's permit before obtaining the vehicle permit. A driver may drive any of the authorised vehicles.

  • Question 8: Can the customer apply for a vehicle permit and a driver's occupational permit at the same time?

Answer 8: Yes.

  • Question 9: Can a company licensed in another emirate have a contract with companies and entities licensed in the Emirate of Dubai to transport their employees residing in other emirates to Dubai?

Answer 9: Companies and entities licensed in the Emirate of Dubai may only have contracts with passengers transport companies that are only licensed in Dubai.
