Issuing A Temporary Permit To Transport Passengers From Dubai To Other Emirates (Naqel Service)

This service enables you to apply for a temporary permit for luxury transport companies that have permits from other emirates to transport passengers from the airports in Dubai.

Eligibility

Luxury transport companies (rented buses - luxury transport) that have permits from other emirates are eligible to apply for this service.

Required documents

  1. Copy of valid vehicle ownership
  2. Copy of the contract between the company and the other party
  3. Copy of the trade license.

Output

Temporary permit to transport passengers from Dubai to other emirates in vehicles that are not licensed in Dubai.

  • Companies that transport passengers in luxury vehicles: between 1 month and 1 year.

Average processing time

Centre: 20 minutes to receive the permit after having the approval on the system.

    Ways to apply

    Process

    Through Centre:

    • The customer creates an account on RTA website to benefit from this service
    • The customer chooses "Business & Corporate Services" (Naqel Service) after having the approval and activating the account
    • The customer follows the steps to upload the required documents
    • RTA reviews the request and sends an SMS and email to the customer to inform him of accepting or rejecting the request
    • The customer heads to the Department of Planning and Business Development to receive the permit (a sticker to be placed on the front window of the vehicle)

    Terms and conditions

    • The company must have an account on the Roads and Transport Authority (RTA) website
    • The company must specify roads and pick up and drop off points inside the emirate (for rented buses)
    • Picking up passengers in luxury vehicles is only possible from Dubai airport
    • The drivers must have a permit from the Administration of Drivers' Affairs
    • The number of contracts with beneficiary companies must not exceed 4.

    FAQs

    Question 1: Are buses from other emirates allowed to pick up and drop off passengers from Dubai airport?

    • Answer 1: No, buses are allowed to pick up and drop off passengers inside Dubai (excluding airports) and also in places previously specified on Naqel by the company. The company has the right to specify 2 locations for each contract and is allowed to have 4 contracts.

    Question 2: What are the fines in case of transporting passengers without a permit?

    • Answer 2: Reference to the UAE Cabinet Decision (6) of 2016 on organizing the transport of passengers in luxury vehicles in Dubai, the fines of transporting passengers before obtaining a permit are 20,000 AED.

    Reference to the UAE Cabinet Decision (33) of 2011 on organizing the transport of passengers in buses in Dubai, the fines of transporting passengers before obtaining a permit are10,000 AED.

    Question 3: Are luxury vehicles from other emirates allowed to pick up and drop off passengers arriving from other emirates and transport them to locations other than the airports?

    • Answer 3: Luxury vehicles are allowed to pick up passengers from airports in case of having a permit.

    Question 4: Is it obligatory to have an occupational permit for the driver after obtaining the permit?

    • Answer 4: The customer must provide an occupational permit for drivers with a validity of 1 year on the condition of having a permit for the vehicle.

    The required documents for this permit are:

    1. A recent photo
    2. Copy of the driver’s valid driving license
    3. Copy of the passport
    4. Copy of the valid visa
    5. Copy of the valid ID
    6. NOC to receive an occupational permit from the company where the driver works
    7. Copy of the occupational permit issued by the transport authority of the concerned emirate

    Question 5: What is the procedure if the permit is expired?

    • Answer 5: The company must request a new permit.

    Question 6: What is the procedure in case of changing the company that was agreed on in the permit?

    • Answer 6: The company can amend the permit request.

    Question 7: What are the fees for amending the request?

    • Answer 7: 120 AED.
