Applying For A Permit To Transport Passengers In Luxury Vehicles

This service enables you to obtain a permit to transport passengers in luxury vehicles.


All investors are eligible to apply for this service.

Required documents

  1. Request letter from the company
  2. Copy of the owner’s passport + copy of the Emirates ID
  3. Preliminary approval from the Economic Development Department
  4. Trade name reservation certificate
  5. Feasibility study of the project
  6. The five-year plan of the company
  7. Certificate proving that the partners have a minimum of 5 million AED
  8. Undertaking letter from the company proving that the company has a minimum of 20 vehicles
  9. Document stating that the director has at least 1 year of practical experience in the same field or in the related fields


Permit to transport passengers in luxury vehicles.

Service fees

  • 20,000 AED franchise fee (1,000 AED for each vehicle)
  • 1,200 AED for operating the vehicle (to be settled on a monthly basis after completing the transaction).


  • Agreement validity: 3 years
  • Validity of operating the vehicles: 5 years from the date of manufacture
  • Validity of operating the lengthy vehicles: 10 years from the date of manufacture.

Average processing time

  • PTA Centre: 1 hour.

    Ways to apply


    Through PTA centre:

    • The customer submits the required documents and receives a preliminary approval
    • The customer heads to the Franchise Services Section to settle the fees and receives the No Objection Certificate
    • The customer signs the agreement at the Procurement Department at the Roads and Transport Authority (RTA) headquarters.

    Terms and conditions

    • The customer must provide a 86,400 AED bank guarantee for 20 vehicles
    • The customer must provide a 4,320 AED additional bank guarantee for each vehicle if the number of vehicles exceeds 20
    • The customer must provide a vehicle shelter in Dubai to accommodate at least 20 vehicles
    • After signing the agreement:
      • The customer must start with at least 20 vehicles within 3 months
      • All vehicles must be from the approved first class vehicles.

    Note: For more details on the list of approved vehicles to work in the field of transporting passengers in luxury vehicles, the customer must check with the Planning and Business Development Department.
