Apply for an information NOC related to Utilities and Facilities within the Right of Way

This service enables you to obtain an information No Objection Certificate (NOC) from the concerned service authorities and providers showing the existing and/or proposed utilities and facilities within the Right-of-Way referred to in the application. This service is provided through the e-NOC system.

All consultants and contractors are eligible to apply for this service.
Required documents
  1. Key plan indicating the project location with the exact Dubai Local Transverse Mercator (DLTM) coordinates.
  2. General layout plan indicating the project boundary and scope of work.

Note: The drawings must be submitted in both PDF and CAD formats.

  • According to the type of works; 3, 5, or 7 working days.

  1. The customer logs in to the e-NOC system using his username and password.
  2. The customer selects the desired type of NOC.
  3. The customer fills in the required information.
  4. The customer uploads the supporting documents.
  5. The customer checks the status of the application through the website and checks the remarks of the service authorities (if any) and acts accordingly.
  6. The customer receives the final NOC through the website upon the approval of all the service authorities listed in the application.

6 months from the date of issuance of the final NOC (the validity is mentioned in the final NOC).

Terms and conditions
  • The customer must fulfill all the requirements of the service authorities and must get the approval of all the concerned service authorities within 2 months after the submission of the application to avoid its cancellation.
  • The customer must provide all the supporting documents according to the list available on the e-NOC website before the electronic submission of the application.
  • The customer must commit to the rules, regulations, and laws related to work within the Right-of-Way, available through Dubai Supreme Legislation Committee portal.
  • The customer must commit to the conditions of the concerned service authorities stated on the final NOC.
  • The customer can check the status of the application and the remarks of the service authorities through the e-NOC system.
