Applying For A Permit To Replace A Luxury Vehicle

This service enables you to issue an immediate permit upon removing the first vehicle from the company's traffic file that is linked to a valid electronic agreement. The permit is a primary permit linked to the agreement and expires with it and it also has sub-permits linked to each vehicle on the traffic file.

Companies that transport passengers by luxury vehicles and that have an electronic agreement are eligible to register their vehicles using "replacement permit" on the condition of registering the number of vehicles agreed upon.

Required documents

  1. Proof of electronic agreement on the system
  2. Required documents to remove a vehicle from the traffic file
  3. Required documents to complete the transaction of adding a new vehicle on the traffic file.


  • Replacement permit linked to the agreement of the company
  • Plates reserved for 90 days for each vehicle removed from the traffic file.

Service fees

This service is free.


  • Initial permit: During the validity of the agreement and it starts from the date of removing the first vehicle from the traffic file
  • Sub-permit: 90 days starting from the date of removing the vehicle from the traffic file. The plate number are kept reserved on the traffic file of the company.

Average processing time

  • 5 minutes.

Ways to apply


Through Service centres and Service Providers:

  • The customer removes the vehicle from the traffic file
  • The customer registers the vehicle according to the requirements of the Licensing Department withing 90 days from removing the vehicle from the traffic file.

Terms and conditions

  • The company can register vehicles without having to settle the franchise fees during the validity of the permit
  • Removing a vehicle from the traffic file stands for selling a vehicle, possession of a vehicle, exporting a vehicle and transferring its ownership
  • Adding the vehicles must be done at least once to create a replacement permit
  • The replacement permit is issued after removing the first vehicle from the traffic file
  • The replaced vehicles must be registered within 90 days from issuing the permit
  • The vehicles must be on the approved list of vehicles for this activity
  • The company can register used vehicles upon applying for a "permit to add a used vehicle" through the company's account on RTA website
  • The company cannot register the vehicles without providing the needed bank guarantees and post-dated cheques as monthly fees
  • The company cannot register a vehicle if the agreement is not valid
  • The year of manufacturing the vehicle must be the current one or the one before
  • The company cannot perform transactions that remove more than 50% of the registered vehicles on it its traffic file which linked to a valid agreement
  • The company cannot register administrative vehicles.
