Steps
- Log in to ROWP System with your username and password, or UAE Pass.
- Click Pay Fines on the main dashboard.
- Check all the details of the ROW fines registered on the company Trade Licence.
- Select the fines that you want to pay, then click Pay Now.
- Pay the fees using one of the online payment methods.
- Receive the payment receipt via email, or access it on RTA website dashboard.

Important to Know
You Should Know
- You must pay the fines to avoid any impediment to the issuing of ROW permits.
- For more information, send an email to ROW_Inspection@rta.ae.
- The dispute reasons must match the fine clauses.
- The work schedule must match the one approved in the permit issued by RTA.
- You can dispute fines you think you wrongfully received free of charge, through email to Murasalat@rta.ae, after providing the following documents:
- Official letter from the company signed by the owner or the partner bearing the official seal of the company
- Photos of the same work site proving the reasons for the dispute (with date)
- Valid permits or NOCs issued by RTA prior to the date of the warning/fine
- Site plans and diversion maps approved by the concerned departments in RTA.
- To submit a dispute application, follow the steps below:
- Send an official letter from the company to the ROW Violations Grievance Committee within 30 days from the date of receiving the warning or fine (whether paid or unpaid) at Murasalat@rta.ae, explaining the reasons for disputing the fine, with a copy of the fine attached.
- Receive the dispute application reference number.
- Receive the approval/rejection of the grievance committee within 30 days.
- You must submit the dispute application within 30 days from receiving the fine, as per article no. (21) of the Executive Council Resolution No. (54) of 2021 Regulating Works in the Right of Way .
- You can dispute the fine before or after paying it.
- You can refund the fine amount free of charge after your dispute is approved by emailing row_inspections@rta.ae , after submitting the following documents:
- Payment receipt
- Trade Licence
- IBAN
- Approval letter from the grievance committee
- Fine letter.
- To submit a refund application, follow the steps below:
- Send an email to row_inspections@rta.ae , with the required documents.
- The Inspection Section coordinates with the Financial Department to refund the paid amount.
- Wait for 7 working days to receive the refund amount.
