You Should Know

1. For excavation works, No Objection Certificates (NOC) must be obtained from the NOC Section.
2. You must apply for an electronic permit from the Right-of-Way Permit System (ROWPS) for a major road diversion before obtaining the necessary approvals.
3. If the works don't require an NOC, you must submit a refundable deposit paid upon the final approval because the fees are collected after the final approval of the permit.
4. If you don't pay the fees within the stated period, the application is automatically cancelled.
5. You can obtain multiple copies of the Work Zone Traffic Management Manual, but at least one copy is mandatory for each company. Copies can be bought from the Customer Happiness Centre – Umm Ramool for AED 2,020 (AED 2,000 manual fee + AED 20 Knowledge and Innovation fee). The receipt must be submitted with the application.
6. The application will be automatically cancelled if you don't respond to the discussion initiated by the processor or if you don't pay all required fees before the permit expiry date specified in the application details page, or within 15 days, whichever comes first.

• The terms and conditions of the permit are provided after receiving the approval on the application.
• The company must respect the time during which heavy vehicles are prohibited, and mustn't violate the time during which their circulation is permitted, unless it has a separate permit for this purpose.
• The contractor must coordinate directly with the Traffic Department to stop the work and open the way to traffic if a traffic jam resulted from closing the road.
• If the company doesn't abide by the above conditions, RTA has the right to cancel this permit.
• Activities that cause noise aren't allowed at night in residential areas and on major roads passing through residential areas, during the weekdays from 9pm to 7am, and on Saturdays and Sundays from 10pm to 10am.
• The contractor must coordinate with Dubai Police after obtaining the permit from the Right-of-Way Department, and coordinate directly with the Inspection Section and the Right-of-Way Services Section before starting the works.
• For annual maintenance works, the following conditions apply:
  • The company must submit diversion plans according to the type of work, the number of lanes to be closed, and the speed limit of the road, based on the technical standards stated in the Traffic Diversions Manual adopted by RTA (Work Zone Traffic Management Manual).
  • The company must provide all the necessary traffic safety requirements to protect workers and road users, according to the provisions of the Traffic Safety Manual at Work Sites published by RTA.
