Apply to Register as a Driver Licensing Service Provider
RTA accreditation is a necessary step to enable Driving Institutes to start the licensing and registration procedures to provide different types of driving training, and to enable providers of medical exam services for Driving Licences and driver permits to upload eye test results and renew Driving Licences.

Steps
- Log in using your username and password or UAE Pass.
- Submit your application.
- Upload the required documents (Dubai Municipality site plan/map).
- Enter the location.
- Wait for the preliminary approval for the driving institute licence from the relevant RTA committees.
- If rejected, submit a new application through the portal.
- If approved, a site inspection will be scheduled and the details will be sent to you by email. You can track your application through the dashboard at anytime.
- After the site inspection, you'll receive the result and a link to complete the procedure through email.
- Upload the remaining documents (Detailed Layout of the institute facilities, training, and testing areas and an NOC for the Traffic Impact Study from the Traffic Department).
- Receive approval or rejection.
- If approved, you'll receive by email the Approval Letter to start the licensing procedure and a link to complete the procedure with the Department of Economy and Tourism.
- Upload the Building Completion Certificate and the bank guarantee (AED 300,000).
- Ensure the readiness of the licensed vehicles, training and testing tracks, assigned staff, and the system integration with RTA, telecom, water, and electricity companies.
- Sign the contract electronically using your UAE Pass to set up your account.
- RTA signs the contract.
- You can download the final copy of the contract, signed by all parties, from your dashboard.

Important to Know
You Should Know
- The total land area on which the institute and its different facilities are located must be at least 300,000 square feet.
- The institute site mustn't be located within unauthorised sectors or areas.
- The driving learning activity agreement at the driving institute is valid for 5 years.
You Should Do
- Obtain the approvals of all relevant parties involved in the activity in Dubai, if applicable.
- Comply with the standards required in accordance with the Dubai Universal Design Code for People of Determination.
Eligible Categories
Citizen-owned companies, provided that the citizen is 21 years old or above, is of good conduct, and hasn't been convicted of a criminal offence, breach of honour, or of the doctrine of public trust

- Stipulations outlined in the Executive Council Decision No. 38/2018 and its associated regulations for the driving learning activity in Dubai apply.
- Only citizen-owned companies can obtain a licence to operate a driving institute. Companies owned by citizens or residents can apply to have their eye test centres and hospitals registered on the list of Driving Licence service providers.
