You Should Have
- The company must have an office to manage and operate the fleet with the necessary facilities in addition to specified locations to shelter the vehicles.
You Should Know
- Auctions are organised based on the sector needs or as determined by RTA.
You Should Do
- Open a Traffic File for the company with the Licensing Department using this link , then open an RTA account for it using this link after the Trade Licence has been issued. This process will pre-qualify the company in the Electronic Pre-Qualification System under the Vendor Affairs Section of the Procurement Department.

- Official Request Letter from the Company addressed to the Public Transport Authority / Planning and Business Development Department
- Copy of the Passport for citizens
- Copy of the Passport + Residence visa for non-citizens
- Initial Approval Certificate from the Department of Economy and Tourism or the licensing authority
- Trade Name Reservation Certificate
- Project Feasibility Study including:
- Operating mechanism of the taxi vehicles and cost
- The proposed five-year budget and its detailed breakdown for carrying out the activity
- The administrative structure and human resources and skills that will be hired to run the activity and cost
- 5-year vehicle purchase plan (type, number of vehicles) and cost
- Vehicle insurance plan and cost
- Drivers Recruitment Mechanism and their training and qualifying plan
- Plan to purchase between 250 and 500 vehicles or the number of vehicles specified during the auction
- Plan to meet the requirements related to the drivers in terms of training, qualifying, and issuing a permit to drive a taxi vehicle and other vehicles, along with a training and qualifying plan for the human resources
- Undertaking to integrate the electronic systems related to the applicant with the digital platform
- Undertaking to provide any conditions or obligations that may be requested later regarding the exercise of the activity of transporting passengers by taxi, in addition to the undertaking to comply with all service level agreements
- Undertaking to commit to the fare rate set by RTA
- Undertaking to commit to the taxi vehicles categories, the number allowed to operate, the maximum period of use and the used type of vehicles, as approved by RTA in this regard
- Undertaking to not operate taxi vehicles until after participating in the public auction organised by the company for taxi plates and awarding the auction to the company
