This service enables you to pay fines incurred by delayed vehicle replacement for vehicles that have exceeded their lifespan and have not been removed from the traffic file by the replacement deadline for the activities mentioned in the service terms and conditions. The lifespan (number of years) calculation is based on the vehicle’s brand, type, year of manufacture and activity.

Eligibility
Licensed companies by RTA to transport passengers in luxury or taxi vehicles, that have a valid, cancelled, in renewal, or expired operating agreement with RTA and have incurred replacement fines in their traffic file, are eligible to apply for this service.

  1. The customer visits RTA website and clicks on Licensing Services.
  2. The customer selects the Incurred Replacement Fine Collection Service from the Express services list.
  3. The customer enters the traffic file number and trade licence number.
  4. The system displays the incurred fines.
  5. The customer clicks on the Confirm and Proceed button.
  6. The customer agrees to the terms and conditions after reading them.
  7. The system displays a summary of incurred fees.
  8. The customer clicks on e-Payment.
  9. The customer settles the required fees and receives the transaction number.
  10. The customer prints the payment receipt.

Terms and conditions

Lifespan calculation:

The lifespan (number of years) calculation is based on the vehicle’s brand, type, year of manufacture and activity.

  • Transport Passengers in Luxury Vehicles:
    • The luxury vehicle’s lifespan is based on the vehicle’s year of manufacture and engine type (electrical):
      • (5 years + year of manufacture) for standard vehicles
      • (7 years + year of manufacture) for luxury vehicles
      • (7 years + year of manufacture) for electric vehicles
      • (10 years + year of manufacture) for extended vehicles
  • Transport Passengers in Taxi Vehicles in Dubai:
    • A taxi vehicle’s lifespan is 4 years starting the date of its first registration.

Application of fines incurred by delayed vehicle replacement:

The fine is calculated based on activity as follows:

  • Transport Passengers in Taxi Vehicles: 1,000 AED per month for each vehicle. A fine of 33.333 AED per day applies once the lifespan is exceeded, based on the date of registering the vehicle.
  • Transport Passengers in Luxury Vehicles: 100 AED per day and for 30 days only (a maximum of 3000 AED per fined vehicle). The fine application starts after its lifespan ends and on the first day the vehicle exceeds the expiry date of the vehicle's licence.

The fine application ends in the following cases:

  • Transport Passengers in Luxury Vehicles
    • The franchise contract with RTA expires.
    • The fine reaches the maximum value (3000 AED per fined vehicle).
    • The vehicle is removed from the traffic file
  • Transport Passengers in Taxi Vehicles:
    • The vehicle is removed from the traffic file.

General Terms and Conditions:

  • The period between the end of the lifespan and the expiry date of the luxury transport vehicle licence for the activity of transporting passengers in luxury vehicles is considered to be a grace period allowing the company to rectify the situation and remove the vehicle from the traffic file.
  • The vehicle that exceeds its lifespan and the expiry date of the licence must be deleted from the traffic file to stop the automatic calculation of the fines incurred by delayed replacement.
  • Paying the fine without removing the vehicle from the traffic file doesn’t stop the automatic calculation of the fine.
  • When a vehicle has an accident, is damaged or stolen, the applied measures must be taken according to the Vehicle Licensing Department processes and requirements, in order to stop the automatic calculation of the fines incurred by delayed replacement.
  • The fine incurred by delayed replacement is collected after the completion of the traffic file transactions (vehicle licensing transactions, except the licence renewal of the vehicle exceeding lifespan years, and commercial licensing transactions, except the trade licence renewal).
  • The electronic contract to operate the Luxury Transport Sector vehicles cannot be renewed if there were vehicles that exceed the replacement deadline.

  • Question 1: What is vehicle brand and type?

Answer 1: The vehicle inspection defines the vehicle's category as follows:

    • Brand: Main Brand (ex: Lexus) and Secondary Brand (ex: LS 460)
    • Type: Salon, Station Wagon, Long, etc.


  • Question 2: What is meant by the maximum fine?

Answer 2: The system calculates the fine until it reaches the maximum limit of 3,000 AED for luxury vehicles. If the company pays part of the fine, the system deducts the paid amount from the maximum value of the fine.

  • Question 3: What is the rectification period?

Answer 3: This is the period given to companies to rectify their situation and remove vehicles that exceed their lifespan from the traffic file. No fine is calculated during this period, which extends from the end of the vehicle’s lifespan to the expiry date of its licence.

  • Question 4: What happens if the customer does not pay the fine?

Answer 4: Escalation measures are taken, ranging from blocking some traffic file transactions, to circulation, vehicle impounding by the Police, and confiscation of the driver's licence.
