Submitting Proposal procedures
In the following a step by step guide detailing the tenders/bids proposals submission procedure:
Submit to the Tender Box located at the Contracts and Purchasing Department all the proposal documents before the closure date stipulated in the invitation letter or public announcement. Documents should include the original proposal plus 2 copies and the tender bond.
For inquiries about tenders, submit your queries prior to the stipulated date. Receive relevant responses within the period specified in the invitation letter / public announcement or the tender documents.
The Tender Opening Committee meets every Monday and Thursday to open the submitted proposals on their relative set dates. If the tender was canceled or extended, you will be informed to re-submit your proposals, If applicable.
When opening financial proposals only, offered prices are announced during the committee session. For bids including both financial and technical proposals, technical proposals are opened first and sent to the relevant departments to be evaluated. The committee meets again to open the financial proposals after receiving the evaluations of the relevant departments.
The Tender Opening Committee issues a tender evaluation report, including financial, technical, and overall evaluations. It ranks participants according to the overall evaluation, and submits its recommendation accordingly. Awarding decision will be taken by the authorized party at RTA based on the tender value/price, the overall evaluation and the recommendation rendered by the committee in the evaluation report. Afterwards the award letter is sent to the bid/tender winner followed with instructions.
