HE Mattar Al Tayer
Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority – Dubai
His Excellency Mattar Al Tayer is the Director General, Chairman of the Board of Executive Directors of Dubai's Roads and Transport Authority (RTA). He holds a bachelor’s degree in civil engineering from the University of Wisconsin, USA (1983), and was awarded an Honorary Fellowship by the Institution of Civil Engineers (ICE), United Kingdom in 2010.
His Excellency has served as Director General, Chairman of the Board of Executive Directors of RTA since its establishment in 2005. Prior to this role, he served as Deputy Director General of Dubai Municipality. Since assuming leadership of the RTA, he has successfully planned and overseen the delivery of numerous strategic projects valued at more than AED 200 billion, including the Dubai Metro, Dubai Tram, Dubai Water Canal, key crossings over Dubai Creek such as Infinity Bridge, Business Bay Crossing, and Al Garhoud Bridge, in addition to major road infrastructure and public transport network development projects. He also supervised the delivery of 15 projects supporting Expo 2020 Dubai valued at more than AED 15 billion, most notably the Dubai Metro Route 2020.
His Excellency has also overseen the establishment of four companies: Salik, Parkin, Dubai Taxi, and Mada Media with a market value exceeding AED 80 billion in combination. He currently oversees two of Dubai's largest sustainable transport projects: the Dubai Metro Blue Line with an investment of AED 20.5 billion, and the Dubai Metro Golden Line, the largest sustainable transport project in the emirate's history with an estimated investment of approximately AED 34 billion. These achievements have firmly positioned RTA among the world's leading transport authorities, earning more than 270 local, regional, and international awards.
During his tenure as Commissioner General of the Infrastructure, Urban Planning and Quality of Life Pillar (2020–2025), His Excellency oversaw the development of business plans, and institutional and strategic performance across the government entities under the pillar, namely Dubai Municipality, Dubai Land Department, and the Mohammed Bin Rashid Housing Establishment. This led to the launch of more than 100 transformational projects and strategies across infrastructure, urban planning, housing, and quality of life, further strengthening Dubai's global competitiveness.
In his capacity as Chairman of the Supreme Committee for Urban Planning in Dubai, His Excellency oversees the development and implementation of the Dubai 2040 Urban Master Plan, which includes more than 70 policies, strategies, and development projects supporting the emirate's comprehensive development including Dubai's rural and desert areas. He also chairs the Supreme Committee to Oversee the Development of Hatta, supervising the implementation of development projects across the region.
