This service enables you to issue or renew a yearly permit to operate an Abra, as well as obtain a preventive or emergency maintenance permit to enter the Jaddaf Maintenance Yard to carry out the necessary maintenance work on the traditional Abra.

Owners and skippers of traditional Abras are eligible to apply for this service.
Required documents

For a Permit to Operate an Abra

  1. Inspection certificate issued by Dubai Maritime City
  2. Valid ownership certificate of the Abra issued by Dubai Maritime City
  3. Copy of the passport of the owner and the skipper of the Abra (Note: each Abra can have a maximum of 3 skippers)
  4. Copy of the Abra skipper's driving licence
  5. Copy of the owner’s family book
  6. Original permit to operate the Abra (in case of renewal)
  7. Emirates ID of the Abra owner and skipper.

For a Permit to Maintain an Abra

  1. The Abra skipper’s driving licence
  2. The Abra skipper’s Emirates ID.
Service fees

For a Permit to Operate an Abra

7,520 AED as yearly fees for motorised Abras, including:

  • 7,000 AED/year for Abra operating permit
  • 500 AED/year Abra insurance fees
  • +20 AED Knowledge and Innovation fees.

3,420 AED as yearly fees for rowing Abras, including:

  • 3,000 AED/year Abra operation permit
  • 400 AED/year Abra insurance fees
  • +20 AED Knowledge and Innovation fees.

For a Permit to Operate an Abra

  1. The owner/skipper logs in to his account on RTA website.
  2. The owner/skipper views the list of Abra details and applies for the service.
  3. The owner/skipper uploads the required documents.
  4. The owner/skipper receives the approval and settles the required fees by credit card (online) or by cash (through Customer Happiness Centres).
  5. The owner/skipper receives the permit by email within 2 working days.

For a Permit to Maintain an Abra

  1. The Abra owner/skipper sends the required documents and the maintenance information by email to AbraMaintenance@rta.ae.
  2. The RTA marine officer checks the validity of the Abra registration, fills the maintenance permit form, and sends it back to the customer.
  3. The owner/skipper provides the maintenance permit to the yard security.
  4. The maintenance activities start at Al Jaddaf Maintenance Yard.
  5. The security staff allows the skipper to transfer the Abra back to the creek.
  6. The yard supervisor updates the records.
