Apply for Access Design Study

This service enables you to obtain concept design approval for the proposed permanent entry and exit.


Consultants are eligible to apply for this service.

Required documents

  1. Covering letter describing the details of the request with land use details addressed to the Manager of RTA Right Of Way Services section
  2. Proposed Access Design layout as per RTA standards (including existing road infrastructure)
  3. RTA Traffic Impact Study (TIS) approval if existed
  4. Approved Dubai Municipality Ground Floor plan
  5. Approved Dubai Municipality Title sheet and Area Calculation sheet
  6. Copy of company’s trade license (Dubai only)
  7. Copy of Affection Plan
  8. Copy of DM Building permit or completion certificate if available
  9. Pictures of the work zone (with the date)

  • This service is free.


The validity varies according to the condition and the type of the request.

  • Dubai BPS: Instantly.

Ways to apply


Through Centre:

  • The customer submits the required documents
  • The customer is required to settle the fees
  • The customer receives the permit.

Terms and conditions

  • The consultant or contractor must be present in person
  • The customer must abide by the manuals and the policies of RTA and Order No. 4 of 2009 related to organising the Right of Way in Dubai
  • The Inspection Department at the Right of Way has the right to issue a warning or a violation ticket against companies that use a part of the road without having a permit.
