2. All the vehicles must be brand new, full option, and from a UAE dealer.

- Initial Approval Certificate from the Department of Economy and Tourism or from the Licensing Agency
- Trade Name Reservation Certificate
- Project Feasibility Study including:
- Operating mechanism of the luxury vehicles and cost
- The proposed budget to practise the activity and breakdown
- The administrative structure and human resources and skills that will be hired to run the activity and cost
- Vehicle purchase plan (type, number of vehicles) and cost
- Vehicle insurance plan and cost
- Drivers Recruitment Mechanism and their training and qualifying plan
- Undertaking to commit to the fare rate set by RTA, which must be 30% higher than the taxi fare
- Undertaking to integrate the electronic systems and smart applications related to the activity with the digital platform as designated by RTA in that regard
- Undertaking to abide by all service level agreements as designated by RTA
- Undertaking not to operate the luxury vehicles until after signing the agreement
- Undertaking to commit to the luxury vehicles categories, the number allowed to operate, and the used type of vehicles
