1. For more details on the list of approved vehicles to work in the field of transporting passengers in luxury vehicles, check with the Planning and Business Development Department at the Public Transport Agency.

2. All the vehicles must be brand new, full option, and from a UAE dealer.

  1. Official letter from the company addressed to the Public Transport Authority / Planning and Business Development Department
  2. Copy of the Emirates ID
  3. Copy of the Passport for citizens
  4. Copy of the Passport + Residence visa for non-citizens (partners)
  5. Initial Approval Certificate from the Department of Economy and Tourism or from the Licensing Agency
  6. Trade Name Reservation Certificate
  7. Project Feasibility Study including:
    • Operating mechanism of the luxury vehicles and cost
    • The proposed budget to practise the activity and breakdown
    • The administrative structure and human resources and skills that will be hired to run the activity and cost
    • Vehicle purchase plan (type, number of vehicles) and cost
    • Vehicle insurance plan and cost
    • Drivers Recruitment Mechanism and their training and qualifying plan
  8. Undertaking to commit to the fare rate set by RTA, which must be 30% higher than the taxi fare
  9. Undertaking to integrate the electronic systems and smart applications related to the activity with the digital platform as designated by RTA in that regard
  10. Undertaking to abide by all service level agreements as designated by RTA
  11. Undertaking not to operate the luxury vehicles until after signing the agreement
  12. Undertaking to commit to the luxury vehicles categories, the number allowed to operate, and the used type of vehicles

      • The company representative goes to the  NOC to Issue a New Trade Licence page.
      • The company representative pays the fees at RTA headquarters.

      • The company representative reviews the application through "  Review Trade Licence Request ".
      • The company representative pays an AED 1,000 fee for the NOC to Issue a New Trade Licence.

      • Provide an AED 129,600 bank guarantee for 30 vehicles.
      • Provide a bank guarantee for the contracted number of vehicles (AED 4,320 per vehicle).
      • Provide a vehicle shelter in Dubai to accommodate at least 30 vehicles.
      • Determine the type of vehicle based on the type of agreement after signing the agreement.

      • Agreement validity: 3 years.
      • Validity of operating the vehicles: 5 years from the date of manufacture for categories 1 and 3.
      • Validity of operating the vehicles: 7 years from the date of manufacture for electric and category 2 vehicles.
      • Validity of operating the extended vehicles: 10 years from the date of manufacture.
  4. Q : What's the monthly franchise fee for the vehicles that must be paid when the contract is signed?
    • A :
      • The companies must pay AED 432,000 for the first year for 30 vehicles under contract, and submit 24 cheques in a monthly payment of AED 1,200 for each vehicle as per the contract.
      • An additional fee of AED 1,200 applies for each vehicle exceeding the number specified in the contract.
