Through Website

  1. The customer logs in using his username and password or through UAE Pass.
  2. The customer selects Licensing Services.
  3. The customer selects the service.

  • The customer or his legal representative must be present in person.
  • The possession certificate does not allow its holder to drive the vehicle.
  • The customer must pay all traffic fines before receiving this service.
  • The customer pays the required licensing fees difference, if any.
  • When transferring the vehicle ownership to a new owner, the terms and conditions relevant to the vehicle's weight and type apply.
  • If the vehicle is under mortgage, the customer must release the mortgage electronically.
  • If the customer doesn't have a traffic file, he must open a new one (200 AED new file fees).
  • Residents are entitled to possess a maximum of 3 vehicles in the traffic file.
  • The customer must hand over the plates or lost certificate.
  • Required contracts according to the legal type:
    • Sole Proprietorship: no Memorandum of Association required
    • Service agent: no Service Agent Contract required
    • Limited Liability Company: Memorandum of Association
    • Single-Owner L.L.C.: Memorandum of Association
    • Civil Company: Memorandum of Association of civil company
    • General Partnership: Memorandum of Association of a joint venture
    • Public Joint Stock Company: Memorandum of Association
    • Private Joint Stock Company: Memorandum of Association.
  • If the company is the Dubai branch of a parent company in another emirate, the customer must provide the Memorandum of Association of the parent company.
  • Jebel Ali Free Zone transactions are processed at Jebel Ali centre only.
  • If the plates of the registered vehicle are consulate plates, the customer must provide an NOC from the Ministry of Foreign Affairs and contact the Customer Happiness Centre - Deira.

  • Question 1: In which cases a possession certificate is issued?

    • If the customer is not renewing the vehicle ownership and wants to avoid a delay penalty.
    • If the customer wants to transfer the vehicle to another person without registering it.

  • Question 2: Should both the buyer and seller pay all the traffic file fines when applying for issuing a vehicle possession certificate in the name of third party?

Answer 2: No, only the seller pays all the fines issued in Dubai.
