General terms

  • The customer is required to pay all the traffic fines before receiving this service.
  • Required contracts according to the legal type:
    • Sole Proprietorship: no Memorandum of Association required
    • Service agent: no Service Agent Contract required
    • Limited Liability Company: Memorandum of Association
    • Single-Owner L.L.C.: Memorandum of Association
    • Civil Company: Memorandum of Association of civil company
    • General Partnership: Memorandum of Association of a joint venture
    • Public Joint Stock Company: Memorandum of Association
    • Private Joint Stock Company: Memorandum of Association.
  • If the company is the Dubai branch of a parent company in another emirate, the customer must provide the Memorandum of Association of the parent company.
  • If the plates of the registered vehicle are consulate plates, the customer must provide an NOC from the Ministry of Foreign Affairs and contact the Customer Happiness Centre - Deira.
  • The customer can't apply for a clearance certificate if the vehicle registration was expired for more than 90 days.
  • Transactions for Free Zones in Jebel Ali are only processed in the Jebel Ali Centre.
  • The source of the customs certificate must be Dubai.
  • If the customer doesn't have a traffic file, he must open a new one (200 AED new file fees).
  • On Sundays, Al Yalayis Vehicle Testing and Muhaisna Shamil centres only provide inspection services.

Terms and conditions for Non-Ownership Certificate

  • If the customer doesn't have a traffic file, he can apply for a vehicle non-ownership certificate at Customer Happiness Centres and pay 120 AED. A traffic file will be opened during the transaction, but the traffic file opening fees (200 AED) will be collected when conducting another transaction such as (vehicle registration, licence transfer, etc.).
  • Individuals and companies with a traffic file can apply for this service through the RTA website and self service machines.
  • Jafza companies without a traffic file or CTA activity must apply through Jebel Ali Tasjeel.

Terms and Conditions for Vehicle First Owner Certificate

  • If a customer applies for a Registration Certificate of the Vehicle First Owner for a vehicle listed on customs papers under the name of a showroom or agency in another emirate, and he then transfer and register the vehicle in Dubai, the certificate will be issued in Dubai only and will reflect the customer’s name as the first owner, provided he is the first to register the vehicle in the UAE. No information is retrieved from other emirates.
  • If the customer imports a vehicle from outside the country and registers it in Dubai, his name will appear as the first owner unless the vehicle was previously registered in the UAE and later exported before being re-imported by the customer.

Terms and conditions for the Certificate to Use the Vehicle Outside the UAE for Tourism Purposes

  • The company representative must be present with the driver.
  • If the vehicle is mortgaged, the customer must electronically release the mortgage or provide an NOC from the bank (mortgagee) to apply for the service.
  • Rental companies can't apply for a Certificate to Use the Vehicle Outside the UAE for Tourism Purposes, as rented vehicles can't be driven outside the UAE.
  • When applying through service centres, if a person other than the owner is driving the vehicle, he must provide his Driving Licence. The vehicle driver and owner must be present in person.
  • In case of transporting the vehicle through a cargo company, the customer must provide a copy of the cargo company Trade Licence.
  • Citizens who want to travel in their vehicles to any of the GCC countries don't need an eNOC from the Automobile and Touring Club of the UAE nor a Tourism Certificate from RTA. However, residents must obtain an eNOC from the Automobile and Touring Club of the UAE and a Tourism Certificate from RTA.

Terms and Conditions for Insurance Refund Certificate

  • If the customer has an insurance policy for a vehicle and didn't register it, he must visit the Customer Happiness Centre in Deira to apply for insurance refund.

  • Question 1: Can the customer use the Customs transit book (Triptec) more than once if it's still valid?

Answer 1: Yes, however, the customer must check with the Automobile & Touring Club of The UAE if he wants to use it more than twice.

  • Question 2: Where does the customer apply for a Customs transit book (Triptec)?

Answer 2: The Automobile & Touring Club of The UAE from Saturday to Thursday between 9am and 7pm.

  • Question 3: What are the requirements if the customer wants to drive his vehicle to KSA to perform Umrah?

Answer 3: The customer must contact the Saudi Consulate to ask about the required documents other than the tourism certificate.

  • Question 4: What are the requirements if the customer wants to visit Lebanon or Jordan or any non-GCC country?

Answer 4: The customer must request a tourism licence and a Customs transit book (Triptec). The Automobile & Touring Club of The UAE specifies the required fees.

Answer 8: The customer must apply for a Customs transit book (Triptec) at the Automobile & Touring Club of The UAE. After receiving the Customs transit book (Triptec), the customer heads to the emirate where the vehicle is registered to receive the tourism certificate.

  • Question 9: Does the expat customer need a tourism certificate to drive an Emirati-owned vehicle inside GCC countries?

Answer 9: Yes, the customer, whether citizen or expat, must apply for a tourism certificate stating the name of the person that will drive the vehicle. Expats must get an approval from the Automobile & Touring Club of the UAE to drive a vehicle registered under their name or the name of a UAE citizen in a GCC country.

Answer 11: Yes, the customer needs to visit the testing centre with a letter from the recovery (shipping) company in Arabic stating the customer’s name, destination, and vehicle details, to apply for a tourism certificate.

Answer 13: No, citizens and GCC nationals don't need to apply for this certificate when travelling to a GCC country in their own vehicle.

  • Question 14: If the customer applied for a tourism certificate and the centre stated the destination on the certificate (GCC country), can he head to a different country other than the one stated?

Answer 14: When travelling within the GCC, there's no need for another certificate if the owner of the vehicle is a citizen or a GCC national.

  • Question 15: Is there a minimum period of validity for the vehicle registration required for the customer to apply for a tourism certificate?

Answer 15: There's no minimum validity required. The certificate will be issued as long as the vehicle registration is still valid.

  • Question 16: If the vehicle is registered under a governmental entity (for example, Diwan) that wishes to issue a tourism certificate, what's the process to follow?

Answer 16: The entity needs to submit an official letter stating the name of the person who will drive the vehicle.

  • Question 17: If a company has more than 500 vehicles on its traffic file, can it apply for a vehicle ownership certificate?

Answer 20: If the vehicle ownership is transferred to another person in Dubai, the system will view the vehicle as registered and the customer needs to visit Customer Happiness Centre - Deira and apply for this transaction. If the vehicle is exported, a possession certificate is issued, or its ownership transferred to another emirate, the transaction can be done online.

  • Question 21: Can both individuals and companies apply for Tourism Certificate service?

Answer 21: No, only individuals can apply for the service through RTA website.

  • Question 22: Is it mandatory to apply for a ‘Return from Tourism Certificate’ when returning to the UAE?

Answer 22: No, it's not mandatory unless requested by the bank.

  • Question 23: Can the customer apply for a tourism certificate for trailers?

Answer 23: Yes, and the certificate fee is 170 AED.

  • Question 24: Is a UAE driving licence mandatory to issue the tourism certificate?

Answer 24: It depends on the destination:

    • If the destination is within the GCC, only a UAE or GCC driving licence is accepted.
    • If the destination is outside the GCC, only a UAE driving licence is accepted.
  • Question 25: If the customer’s driving licence details are automatically filled, can he amend the details while applying for the service?

Answer 25: Yes.

  • Question 26: Which mobile number must be added when filling in the details of a driving licence issued in another country?

Answer 26: The added mobile number must be a UAE number.

  • Question 27: Will the driver receive an OTP when adding his mobile number?

Answer 27: Yes.

  • Question 28: How will the details of the driving licence be reflected in the system if the driving licence is from another emirate?

Answer 28: If the driving licence is from Dubai, the details will be automatically filled. For licences from other emirates, manual entry is required.

  • Question 29: What should the customer do if the application for an NOC from the Automobile & Touring Club of the UAE or the bank isn't reflected in the system?

Answer 29: The customer must check with the relevant authority, as the system will display an error message indicating that the vehicle is mortgaged and that the tourism certificate transaction can't proceed.

  • Question 30: If the customer has multiple destinations, which country must he select?

Answer 30: He must select his final destination.

  • Question 31: If the customer returns to the UAE within 6 months of using the tourism certificate, can he use the same certificate to travel again?

Answer 31: No, he must obtain a new certificate.

  • Question 32: If the customer wants to change the vehicle ownership without selling the vehicle plates, can he apply for changing a vehicle ownership if he has taken his Dubai-registered vehicle outside the UAE with a tourism certificate and the buyer is also outside the UAE, but has a Dubai residence visa and wishes to register the vehicle in Dubai?

Answer 32: It's possible to complete the licensing transaction outside the UAE using the UAE Pass. However, the plates must only be submitted by the customer (concerned person) or his legal representative to one of the service centres in Dubai.

  • Question 33: How can a company apply for a Statement of Registered Vehicles using a court letter?

Answer 33: The court has access to the registered vehicles. Therefore, the company must check with the court regarding the process.

  • Question 34: Where can the customer apply for a special/customised certificate?
  • Answer 34: For a special/customised certificate, the customer must visit the Customer Happiness Centres in Deira or Umm Ramool. The customer can apply for this certificate, which is subject to specific provisions, to drive his vehicle outside the UAE. As the certificate isn't part of the available services on the RTA website, the centre employee writes it manually and specifies the customer's needs.
