Eligibility
Individual customers, citizens and residents, GCC nationals, companies, governmental entities, and diplomatic bodies are eligible to apply for this service.

Citizens and GCC nationals and Residents

  1. Original Emirates ID

Commercial companies

  1. Original Emirates ID of the authorised person
  2. Letter from the company
  3. Memorandum of Association translated into Arabic (legalised translation)

Companies (Free Zone)

  1. Original Emirates ID of the authorised person
  2. Letter from the company
  3. Memorandum of Association translated into Arabic (legalised translation)

Local and federal governmental and semi-governmental entities

  1. Original Emirates ID of the authorised person
  2. Letter from the governmental entity

Diplomatic bodies

  1. Original Emirates ID of the authorised person
  2. NOC from the Ministry of Foreign Affairs (if the plates of the vehicle are consulate plates).

Through the website and smart app

  1. The customer logs in using his username and the password.
  2. The customer selects Licensing Services.
  3. The customer selects My vehicles (more).
  4. The customer enters the required information.
  5. The customer settles the required fees by credit card.
  6. The customer receives the certificate electronically.

Through Self Service Machines

  1. The customer clicks on Issuance of Certificate in the Services page.
  2. The customer selects Insurance Refund Certificate.
  3. The customer enters the data of the vehicle and the name of the insurance company, then clicks on Search
  4. The customer checks the data and payment details that appear on the screen
  5. The customer settles the required fees
  6. The customer receives the certificate through email.

Terms and conditions
  • The customer settles all the required traffic fines before receiving this service.
  • The customer cannot apply for the refund certificate online if the vehicle ownership was transferred to another person in Dubai. In this case the seller must apply for the certificate manually at the Customer Happiness Center - Deira only.
  • Required contracts according to the legal type:
    • Sole Proprietorship: no Memorandum of Association required
    • Service agent: no Service Agent Contract required
    • Limited Liability Company: Memorandum of Association
    • Single-Owner L.L.C.: Memorandum of Association
    • Civil Company: Memorandum of Association of civil company
    • General Partnership: Memorandum of Association of a joint venture
    • Public Joint Stock Company: Memorandum of Association
    • Private Joint Stock Company: Memorandum of Association.
  • If the company is the Dubai branch of a parent company in another emirate, the customer must provide the Memorandum of Association of the parent company.
  • If the plates of the registered vehicle are consulate plates, the customer must provide an NOC from the Ministry of Foreign Affairs and contact the Customer Happiness Centre in Deira.
FAQs
  • Question 1: Can the customer apply for this transaction online if the vehicle ownership was transferred to another person?

Answer 1: If the vehicle ownership was transferred to another person in Dubai, the system will view the vehicle as registered and the customer needs to proceed to Customer Happiness Center - Deira and apply for this transaction.

If the vehicle is exported, or issued a possession certificate, or its ownership transferred to another emirate, the transaction can be done online.
