The Roads and Transport Authority (RTA) has signed a Memorandum of Understanding (MoU) with Noor Dubai Charitable Foundation whereby the RTA will establish a fully-fledged mobile eye clinic to serve all emirates, and also provide a bus fitted with all medical equipment required for the mobile clinic.

The MoU was signed on behalf of the RTA by HE Mattar Al Tayer, Chairman of the Board and Executive Direector of the RTA; whereas HE Eisa Al Haj Al Maidour, Chairman of the Board of Trustees, Director General of Dubai Health Authority, signed on behalf of Noor Dubai Charitable Foundation. The signing ceremony was attended by Dr. Manal Tariam, CEO of Noor Dubai Charitable Foundation; Dr. Yousef Al Ali, CEO of RTA Public Transport Agency, and Yousef Al Rida, CEO of RTA Corporate Administrative Support Services Sector, among other officials from both parties.

Following the signing of the MoU, His Excellency Mattar Al Tayer lauded the great efforts produced by Noor Dubai Charitable Foundation in fighting blindness and visual disability across the world. Thanks to the kind care and huge support of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the Foundation succeeded in restoring eyesight of massive numbers of patients around the world.

“The RTA’s initiative to support Noor Dubai Charitable Foundation comes in the context of its social responsibility and support of the vital role played by the Foundation in providing medical treatment for persons who have lost their eyesight,” said Al Tayer. He added that the mobile clinic would address the urgent need of mobile eye clinics in the UAE in general and northern emirates in particular.

HE Engineer Eisa Al Maidour, Chairman of the Board of Trustees of Noor Dubai Charitable Foundation, hailed this valuable initiative that reflects the strong strategic relations between various public departments and institutions in Dubai.

“Such gestures will further enhance health services offered to community members by raising health awareness level and maintaining good eyesight,” said Al Maidour.

“The mobile clinics, he added, will provide services such as diagnostic and therapeutic eye treatment for individuals of different age groups at schools, commercial centers, public institutions and remote areas. The clinics will be equipped with sophisticated medical equipment & technologies as well as qualified medical staff and technical resources in order to provide quality services to patients.”

Dr Manal Tariam, CEO of Noor Dubai Charitable Foundation, said, “The mobile clinics will visit several targeted areas in mid-January, as per a preset timetable in coordination with the relevant authorities.” She noted that the services offering included eye testing, detection of defects of vision, eye pressure test, retinal diseases, among others.

“The clinics are fitted with patient waiting areas, registration counters, cubicles for testing & diagnosing eye diseases, in addition to educative materials displayed via screens,” she added.

Pursuant to this MoU, the RTA will provide a seat-less bus and bus riding aides to the company responsible for equipping the bus. The RTA will also bear the expenses of all medical equipment required for the mobile clinic, while Noor Dubai Charitable Foundation will attend to supervising the mobile eye clinic to ensure compliance with all technical & medical specifications approved by the concerned authorities in the UAE, besides contracting with a company specialized in designing and installing medical devices on buses, and hiring optometrists to work in the mobile clinic and supervise their performance.
