Experts from different countries will focus upon their federal laws and guideline as a minimum standard, specifications, responsibilities, monitoring, and code of conduct. Laws and regulation vary from one country to another. Know what is required in your area of operation e.g discontinuation of 14 seater buses, introduction of technology and its impact, gradification of services, uniformed transport fees structure ISO standards etc.

The Schools Regulation and Guiding Manual is now being updated on a Regular basis by RTA , which helps provide clarity and transparency to all schools in Dubai to follow regulations and policies effectively.

Tools and techniques for transportation safety personnel, who assess a transportation system, include a comprehensive focus on key areas such as staffing, routing, scheduling, student management and training, vehicle maintenance and customer services. Safety of the children is the key aspect and all school/operator must have proper safety plan in place with appropriate measures, to activate as and when required. Safety plan and vehicle specification to be based on the international standards and safety law of the school bus transportation operation.

Safety, security and accountability are fundamental expectations when children ride school buses, Threats to student safety are the primary concern of the Schools, Parents and the Authorities.

Requirement is as per international standards and UAE law, with all features whichis essential to operate school bus operation, based on the guiding manual published in 2008.

The end to end process of establishing the school, recruiting drivers/attendants, purchase of buses, registration and obtaining permits to operate transportation services and violations is clearly detailed in guiding manual.

Schools have a comprehensive and solid regulatory framework that helps protect the rights of the school, investor, operator and most importantly the rights of students and their parents/guardians. Session 4: Challenges of Students With Special Needs

08:00 - 09:00 1. Special Vehicle/Equipment Requirements

Specific focus on the special consideration and best practices of different countries for characteristics of children with special needs, Special needs or medically fragile students are children with special health care needs who are at increased health and safety risk. It is common practice to provide special needs students with specially equipped buses and/or special classroom environments with specific facilities or services. However, the assignment of student services to school is regularly made without regard to bus transportation considerations for special needs students. Law will be created based on international beat practices.There is a wide variety of equipment being identified to accommodate special education students that is required to be part of the transportation vehicle's environment. It is necessary for the transportation staff to be familiar with the design and operating procedure for this special equipment, as well as knowing how to conduct equipment inspection and make simple "field adjustments during breakdowns. Some examples are:

  • Power lifts or ramps.
  • Emergency escape exits, including doors, windows and roof hatches.
  • Special fire suppression systems.
  • Power cut-off switch.
  • Emergency communications system.
  • Air conditioning system.
  • Mobile seating device, including trays and accessories, securement system hardware, and occupant securement systems.
  • Adaptive and assistive devices used to support or secure students, mobility aids, special belts, and devices (such as special crutches, braces, or wheelchairs, and including assistive technology devices).
09:00 - 10:00 2. Trained Personnel/Driver

Drivers and attendants, as the direct service providers with hands-on responsibility must operate special equipment, manage student behavior, administer health care, (according to their qualifications & as per Law), and serve as a seating specialist in positioning and securing adaptive and assistive devices and occupants.

10:00 - 11:00 3. Legal challenges & development

With increased responsibility being imposed on special education transportation providers through actions taken by legislative, legal, and administrative authorities, transportation administrators/supervisors must involve themselves in the leadership role to a greater degree than that which is usually necessary for other types of transportation. While the duties and responsibilities of a transportation administrator/supervisor most likely would differ between various transportation providers, there are common areas of knowledge that are necessary to satisfactorily perform the responsibilities of an administrator/supervisor. Some are:

  • Knowledge of federal, state, and local laws and regulations regarding the equipment required on vehicles used for special education student transportation.
  • Knowledge of federal, state, and local laws and regulations regarding special education staff.
  • Knowledge of operational regulations such as student pick up/drop off locations.
  • A general knowledge of special education transportation regulations, such as student riding time and suspension period limitations.
11:00 - 12:00 4. Medical/Health issues

As a result of new regulations, which are making educational opportunities available to more special education students who have severe medical/health conditions, school administration is finding it necessary to provide routine and emergency health care to students during the transportation process. Additionally, transportation staff may be exposed to infectious or communicable diseases which could be debilitating, or in extreme circumstances, fatal. Training regarding medical/health issues can be divided reasonably into two categories; precautionary handling, and care and intervention.
