The following five steps clarify for those who desire to tender up on how to submit proposals related to biding/tendering, furthermore, determine best places and timings to submit bids/tenders proposals and offers aligned with related queries and evaluation results over offers which are regularly issued by the concerned departments.
Vendor shall submit proposal (original + two copies, including tender bond). In accordance with tender instructions set out in the public announcement or the invitation letter. Proposals should be submitted to the Tender Box, located at the Contracts and Purchasing Department. Submission should be done prior to time and date specified in the invitation letter or public announcement. Tender Bond fees & instructions to tender are also mentioned in the invitation letter / the public announcement.
For inquiries about tenders, vendors should submit their queries prior to the date set in the invitation letter / public announcement or the tender documents. Afterwards vendors will receive responses to their queries within the period specified in the invitation letter / public announcement or the tender documents.
Submitted proposals will be opened by the Tender Opening Committee at a set date, the committee meeting is usually held on Mondays and Thursdays based on weekly basis, in case the tender is canceled or extended, vendors shall be informed about it in order to submit again their proposals (If applicable).
In case of financial proposals only, offered prices shall be announced during the committee session. In case the bid includes both financial and technical proposals, technical proposals will be opened and sent to the relevant departments to be evaluated. And then committee meeting shall be held to open the financial proposals after receiving the evaluations of the relevant departments.
The tender evaluation report shall be issued, including technical results (if there is a technical evaluation) and financial evaluation in addition to the overall evaluation. Participants will be ranked according to the overall evaluation, and then the Committee will submit its recommendation accordingly. Awards decision will be taken by the authorized party at RTA based on the tender value/price, the overall evaluation and the recommendation rendered by the committee in the evaluation report. Afterwards the award letter shall be sent to the bid/tender winner followed with instructions.
