The service will provide information to the public on how to obtain a ‘To Whom It May Concern Certificate’ for their vehicles and what topics are covered.
The users can obtain the certificate mentioning one of the reasons listed below:

1. Reinsuring vehicles which have changed ownership

2. Loss of ‘Out of Country’ certificate while the car is still out of the country.

3. As per the requirement of the owner.

4. Proof of the person being the first owner of the vehicle.

5. Request Possession Certificate

1. In case of a Company - Letter from company for the purpose of the certificate
2. In case of an Individual - The individual showing up personally.

The customer will make the payment of 60 AED to the cashier, when received the cashier will provide the To Whom It May Concern Certificate to the customer.

The entire process takes approximately 10 minutes from the time the customer walks in to the Vehicles Licensing up till the time she/he leaves.

The total fee of 60 AED needs to be made.
