The Inspection & Monitoring Department of the Licensing Agency of the Roads and Transport Authority perform regular inspection on training institutions and car rental agencies. Their activities include the following:

Automotive Training Institutions:
Inspection officers perform random checks on automotive training institutions & training areas in Dubai to make sure that institutions and drivers alike are abiding by RTA rules and regulations. A complete list is provided in the next section. Any violations will be recorded and will be placed within 1 working day in the Traffic System (can be viewed on www.dubaipolice.ae).

Car Rental Agencies/Offices:
Inspection officers perform regular checks on all car rental agencies in Dubai to make sure that they are abiding by RTA rules and regulations and checks also the Electronic Information System which is linked between Dubai Police & car rental agencies. Any violations will be recorded and when the agency is required to renew its commercial registration, it will be required to pay any outstanding violation charges.

4- It is prohibited for learning drivers of all categories to drive in Al Quoz Industrial Area from 15:00 to 17:00 on the Streets 318 and 323.

5- It is allowed for learning drivers of light vehicles to drive on Fridays from 15:00 to 17:00 in uncongested areas. This applies to only University Students and Managers ensuring they provide letters from the University or Company to prove their status.

The procedure to inquire/pay outstanding fees for Training institutions and car rental agencies is the following:

Automotive Training Institutions:

Inspection officers perform random checks on automotive training institutions & training areas in Dubai to make sure that institutions and drivers alike are abiding by RTA rules and regulations.

1. If a violation is captured, the violation will be given on the spot to the instructor/institution

2. Instructor will sign the violation

3. RTA will post all violations into the Traffic system during 24 hours

4. Instructor / institution can view/pay violations the next day on www.dubaipolice.ae.

Car Rental Agencies/Offices:

Inspection officers perform regular checks on all car rental agencies in Dubai to make sure that they are abiding by RTA rules and regulations.

1. If a violation is captured, a verbal warning is given for the first time.

2. After a variable period of time, a written warning is given and the agency is given 3 working days to fix it

3. If it hasn't been fixed within 3 working days, a violation is given to the car rental agency

4. The agency is given 1 month to fix the violation from date of fine or violation.

5. In one month, another check will be performed (please follow table for all checks and actions)
    There will be approx. 1 month between each violation.

6. All violation charges will be accumulated. When the car agency needs to renew the commercial registration, it will be required to pay any outstanding charges (violations). This can be done online, however the customer is required to complete the procedure at RTA.
