Request NOC for Handicapped

Introduction

This service applies for physically challenged individuals* who wish to travel in a vehicle owned by a first-degree relative or by the applicant himself/herself. The parking card issued makes the vehicle owned eligible to park in reserved/special areas that are closer to the building entrances, ramps etc.

 

*’Physically challenged’ in this context refers to:
1. Complete Permanent Immobility
2. Complete Temporary Immobility

 

Terms and Conditions:

 

   -  This service is for U.A.E nationals and expatriates who own a vehicle registered in Dubai.

 

   -  This service is not for vehicles registered under a company name (corporate applicants).

 

   - Please note that the car using the ‘special needs parking card’ must be owned by a first-degree relative or the applicant himself/herself.

 

   - This card is only to be utilized when the physically challenged vehicle owner is in the car. Individuals who use this car when unaccompanied by the physically challenged relative will be fined.

 

   - The card is to be renewed whilst applying the same terms and conditions and submitting the same required documents.

 

There are four other types of ‘Special Needs Parking Cards:’ Blue, Red, Green and Yellow as described below:

 

Blue Card/Permanent Disability Permit

 

1. Issued to individuals with complete permanent immobility

2. Valid for three years.

 

Red Card/Temporary Disability Permit

 

1. Issued to individuals with complete temporary immobility (e.g.: Accident Injury)

2. Validity is from 1 month to six months

3. NOC is renewed based on a medical report attested by MoH.

 

Green Card/Companies and/or Organizations Permit

 

1. Issued for buses and vehicles specialized for transporting physically challenged individuals

2. Issued for vehicles owned by companies and centers for special needs (Not For Profit Organizations Only).

3. Valid for 1 year. Renewal is dependant upon renewal of trade license.

 

Yellow Card/Tourist Disability Courtesy

 

1. Issued for visitors and tourists

2. Medical report must be attested by embassy/diplomatic entity

3. Valid for the time of visit/stay in the U.A.E.

 

This service is only available in the Deira Traffic Department (Al Ittihad Branch) from 730 am to 230 pm, Sundays to Thursdays. It takes an average of a few minutes to receive the card (within the same day).

Application Forms

There are currently no forms available for this service. The applicant is only requested to come in person along with the required documents. The Traffic Department is currently working on providing a new application form for this service. Please refer back to this site for any updates on the new application form..

Supporting Documents

The following documents are required to apply for a regular NOC for handicapped or Permanent Disability Permit (Blue Card).

 

1. Attested medical report from government hospitals and centres for special needs that are attested by the Ministry of Social affairs. The medical report submitted must state that the applicant has severe difficulty driving.
2. Vehicle Registration Card of applicant or first-degree relative.

 

Red Card/Temporary Disability Permit:

1. A medical report attested by MoH.
2. Vehicle Registration card of applicant or first-degree relative

 

Green Card:

1. Takamul Application

 

Yellow Card/Tourist Disability Courtesy:

1.Medical report attested by embassy/diplomatic entity
2. Proof of permit from home country

How to Apply

Applicants are required to follow the procedure below when requesting any of the NOC for handicapped cards:


1-  Arrive in person with supporting documents at the Front Desk requesting the type of card.

2-   Front Desk Officer verifies that applicant that has required documents (Mainly medical report and registration card belonging to applicant or to first- degree relative).

3-   The front desk will then guide you to the Driver’s Licensing manager, Director of Licensing Department and Assistant Director.  

4-  The Driver’s Licensing manager will physically verify the identity of the physically challenged (who must be present in person at the time) and approve the application if the documents deem the applicant eligible for the card. Companies/Organizations requesting the Green Card only need to provide the complete documentation and application form.

5-  You will then be guided to the data entry officer responsible for this service in order to issue you the card.

 

There are no fees charged for this service.
