As per Law number (9) for the executive council decision number (8) of year 2008,the Marine Agency develops and implements water transport regulations and this includes the following functions:

• Detailed studies and practices applied to the design, implementation, management, operation and maintenance of these systems, including the identification of tracks, services, locations of stations, maintenance workshops, technical regulations, quality of the boats, management and operation of the system, and supervision of the maintenance work.
• Licensing water transport lines and boats of all types and drivers.
• Suggesting legislation related to the Agency's work and proposing it to the organization board and then applying the ones approved including passenger fees; exploit of all facilities and other owned spaces.

The project aims to:

• Development of a secured and integrated maritime transportation with other means of transport (rail, taxi and bus) to reduce traffic congestion.
• Evaluating sea lines alternatives, boat types and stations planning sites.
• Implementing maritime transportation system in Dubai on several stages, and according to an approved.
