The Licensing Agency of the Roads and Transport Authority was established by royal decree in April 2008. The Agency was established to better respond to the increasing demand for licensing services and to transform the management of driver and vehicle licensing services within the Emirate of Dubai. The core role of the Licensing Agency is road safety. Key focus areas for the Agency are improved driver performance and improved vehicle safety as critical areas to reduce road crashes and road related deaths and injuries within the Emirate. The Agency also has a key focus area on improved delivery of licensing services to the Dubai community. Broadly the Agency is responsible for the licensing of drivers and vehicles in Dubai. This role includes coordination with strategic partners that include Dubai Police, driver training institutes and vehicle inspection stations. The Agency also provides licensing services for transport and car rental companies and provides an on-road vehicle monitoring and enforcement capability. The Agency's services are delivered through a combination of Agency operated customer service centers, approved agent operators and e-service channels. The Agency contains five departments which are: • Drivers Licensing • Drivers Training and Qualification • Vehicles Licensing • Commercial Transport Activities • Monitoring and Enforcement
